The new leaders were originally against Western contact as well, but revised their opinions when they realized the quality of European technology and believed it could prove beneficial for Japan.

The Japanese looked up at European countries for ideas and models because they believed that the European's wealth meant they were more knowledgeable.

Through this process of modernization, Japan’s worldview changed drastically. Now Japan welcomes what foreigners have to offer. Foreign educators and experts in manufacturing and industries were invited to assist with the move towards modernization. The new Meiji leaders even sent half of their members aboard to learn about the institution, laws and customs of the successful Western nations.
THIS PROCESS OF MODERNIZATION CHANGED THE JAPANESE WORLDVIEW DRASTICALLY. JAPAN NOW WELCOMES WESTERN IDEAS, AND KNOWLEDGE. FOREIGN EDUCATORS WERE ALSO INVITED TO ASSIST WITH THE MOST TOWARDS MODERNIZATION.
In 1871 the Japanese government even sent 50 officials and students on a 22 month world trip to 12 countries. The purpose of this was to find the best ideas around the world and bring them back to Japan.
JAPAN NOW NOT ONLY VALUES WESTERN IDEAS AND KNOWLEDGE, BUT ALSO IDEAS FROM ALL PARTS OF THE WORLD TO BENEFIT AND EXPAND UPON THEIR ORIGINAL WORLDVIEW.
In conclusion, though modernization, Japan allowed new ideas from all over the world to come into contact, allowing for the emergence of Japan as a modernized nation in the early twentieth century.
The leaders of the new Meiji Era were young, intelligent samurais who were eager for change. When they came to power in Meiji government of 1868, their average age was only 30. All had academic and military skills.
