Because of the enactment of laws, government had to detach the community by having different zones so that the people there could live in a dystopian society. This was decided in October 15, 1995.

Finally, the territory is completely constructed in August 26, 1997 and the population unites, developing a distinct lifestyle with peace. As for the joyful memories, they are built up and given to The Giver.

Lois Lowry had a notion of how the world could be managed on the fate of society after her father's loss of memory. As a result, she began to give ideas about the future by writing the book, "The Giver", which was published at a later date.

The Brady Handgun Violence Prevention Act was enacted in November 30,1993 to block any domestic abuser, criminal, mentally ill person, or any other individual to purchase or carry any firearm. This passed law was signed by President Bill Clinton.

"The Giver" was originally published in 1993, when repugnant memories have been experience due to the increase of violent cases.

Repulsing memories were removed to Elsewhere on July 9, 1997 and remarkable memories were kept so that society could live without perturbation once again.

A boy named Jonas experiences an incident on November 18, 1999 within his community where a pilot is set to be "released" to Elsewhere for having a flying jet in the wrong location. This left a mark as one of the initial occurrences of the "release" system.

The Violent Crime Control and Law Enforcement Act of 1994 became a thing once the public and the government were noticing a dramatic change in crime. After several attempts from the Congress, crime continued to rise. However, it was not until September 14, 1994 when President Bill Clinton signed this passed law like The Brady Handgun Violence Prevention Act.
