Communication:

In order to ensure communication and roles are understood a meeting of the above listed Sergeants will be held. Lateral and diagonal communication will be stressed. For example:

1) A patrol deputy responds to a vacant home that has

been broken into and it is believed the perpetrators

are juveniles. The responding deputy will complete

his/her investigation and document appropriately.

The deputy would then forward that information to

Juvenile Resources deputies.

2) A patrol deputy responds to the same scenario

described above, but in addition, gang graffiti is

present within the location. The deputy would

forward the information to both Juvenile Resources

and CAT.

The summer plan for east patrol operations will focus on an all-inclusive approach utilizing the total policing philosophy. The total policing philosophy encompasses community engagement, statistical information gathering, enforcing laws and ordinances, community outreach and engaging the communities. The overall goal is to reduce crime, improve quality of life concerns and assist the residents in building strong and sustainable communities.

The areas of concern will be identified in each of the assigned areas. Four townships under my command differ in criminal activity and quality of life issues due to the different demographics from one township to another. However in each area the outputs will be increased visibility of police patrol using a DDACTS approach so that we are utilizing our resources in a more effective and efficient manner. Outcomes will be an increase in traffic citations, proactive arrests for criminal activity as well as deterring criminal activity.

Superior Township-Command-Sgt. Bell:

The main focus area, outside of Danbury Green and Sycamore Meadows, will be traffic enforcement and OWI enforcement. Calls for service will be monitored by Sgt. Bell and Lt. Trester to monitor trends as it relates to property crimes. Deputies will be deployed in these areas as necessary depending on the crime trends. Request assistance from the community engagement team and the deputies to educate the community about home safety and conduct home safety surveys as a preventative measure.

  • Specific-Increase traffic enforcement utilizing the DDACTS approach (data driven approach to crime and traffic safety). This practice has not been implemented in this area however now that we have the capability to retrieve the data this area will utilize the DDACTS approach to increase directed patrols. The data will be retracted for Superior Township every two weeks and Sgt. Bell will assign directed patrols to deputies on days, afternoon and midnight shifts for the months of June 1st through August 31st of 2016.

  • The increase of visible traffic enforcement can have a positive effect on overall public safety, including the reduction of vehicular crashes, criminal incidents and other forms of social harm.

  • Measurable-During the months listed above (2015).
  • Deputies spent approximately 132 hours in Superior Township on traffic enforcement
  • Deputies made 666 traffic stops in 2015 which was a 54% increase from 2014
  • In 2015 there were 145 citations issued a 33% increase from 2014
  • 34 arrests were made from traffic stops in 2015, an increase of 89% from 2014
  • The goal in 2015 was to increase traffic stops from 2014 by 5%, we exceed that goal by 50%.

Danbury Green/Sycamore Meadows

Throughout the summer months, more importantly, right before school dismisses for the summer the COPS officers assigned to this area will periodically run juvenile details. In past years home invasions have piqued through the summer months due to lack of constructive activity for the youth.

This summer the COPS officers (Deputy Hall and Deputy McKinney) will be hosting activities in the apartment complex. The deputies will organize social events and will partner with contacts within the complex to assist with the younger youth to offer a table with coloring books and juice boxes. The initiative is to not only keep the juveniles busy with constructive activities but to also engage the youth with positive role models.

There will be consistent juvenile curfew details throughout the summer months focusing on the following ordinances;

• Section 177.01-Curfew for Minors Under Age Thirteen (13)-It shall be unlawful for a minor under the age of thirteen (13) years to be upon any outdoor public place, including but not limited to, any street, sidewalk, alley, park, playground, vacant lot, or any other outdoor area open to the general public, within the Township of Superior between the hours of 10:00 P.M. and 6:00 A.M. unless the minor is accompanied by a parent or guardian, or an adult delegated by the parent or guardian to accompany the minor

• Section 177.02-Curfew for Minors Under Age Eighteen (18)- It shall be unlawful for a minor under the age of 18 years to be upon any outdoor public place, including, but not limited to, any street, sidewalk, alley, park, playground, vacant lot, or any other outdoor area open to the general public, between the hours of 11:00 P.M. through 5:30 A.M

• Section 177.04-Responsibility of Parents and Guardians-It shall be unlawful for any person, parent, or guardian to allow or permit, or to assist, aid, abet, or encourage any minor under the age of eighteen (18) years to violate the provisions of Sections 1 and 2 hereof, to commit any criminal act, or to come or tend to come under the jurisdiction of the juvenile division of the probate court as defined in MCL712A.2

SMART GOARLS

It is my goal in 2016 is to increase traffic enforcement citations issued by 25%, this will be accomplished through directed patrols and the utilization of banked hours to increase visibility

In 2016 we will strive to increase the amount of arrests by traffic stop by 10%. Time Specific-Target dead-line date for DDACTS initiative is August 31st, 2016.

Command Officer in Charge: Sgt. Hunt

York Township boarders: Milan City, Saline City, Pittsfield Township and Lenawee County. The residents are a mixture of light residential and rural farming area.

The initiative for this area is to increase visibility in the neighborhoods and engage the residents. This area especially should focus on data to utilize the deputy in the correct area. York Township has many higher income sub-divisions that make them victim to larceny from motor vehicles and home invasions. Past data has proved this to be true and shown that these crimes increase in the warmer months.

Additional focus, during the summer months in York Woods sub-division, is the lake in York Woods. The Washtenaw County Sheriff’s Office has power of attorney to issue trespass at this location. Past knowledge of this area shows that teenagers frequent this swimming spot that are not from the area. This results in a plethora of complaints from loud noise, underage drinking and juvenile curfew just to name a few.

Deputy Dezwaan is the designated COPS deputy for this area and stays current with the data from clear reports. Deputy Dezwaan has the most familiarity with the township and its problem areas. There will be more focus on the neighborhoods to show higher visibility of patrol enforcement based on DDACTS.

Goal for summer plan 2015 was to reduce traffic crashes by 1% from 2014; the crash total remained the same at 21. It will be the goal of 2016 to reduce traffic crashes by 1% through high visibility patrol. Each deputy will be directed to spend a total of one hour during their shift aggressively patrolling and issuing citations for corrective action. It is my hope that high visibility patrol will assist in reducing crashes.

  • Achievable-One hour a shift is a reasonable amount of time that can be spent doing proactive patrol.
  • Results Oriented-The expected result should show a decrease in traffic crashes within the Township and an increase in traffic citations to correct driving behavior.
  • It is my hope that an increase in traffic enforcement will have an impact on OWI arrests
  • 2015 did not net any OWI arrests for York Twp during the three month summer period. In 2016 the goal will be a 1% increase.

  • Additionally with a high visibility patrol we hope to have a reduction in property crimes.

Salem Township

GOAL!

Command Officer in Charge: Sgt. Hunt

Salem Township: Boarders Wayne and Oakland Counties and is made up primarily of rural farm land, pockets of residential subdivisions and a large mobile home community (Northville Crossings). Downtown Salem is made up of the Township Hall, Fire Station, park, country store, a school and a handful of residential streets. Scattered across the township are three party stores and four golf courses.

The initiative for this area is to increase traffic enforcement as traffic complaints are a reoccurring complaint from residents in the area. Since this particular township doesn’t contract with the sheriff’s office 24/7 it is important that the assigned deputies continue to share information with MSP, Oakland County and Wayne County deputies. I will maintain a contact list with the partnering and bordering police agencies

The mobile home community uses a lot of our resources in reference to quality of life complaints. There will be a robust expectation that the deputies will utilize the rental property notice forms to put homeowners on notice as to when their tenants are violating laws or ordinances.

SMART goals

Specific-Increase the rental property notice served within the Northville Crossings Manufactured Home Community between June 1st and August 31st, 2016.

  • Measurable-Increase the property violation notice served by 100%
  • Achievable-As of this date there have been 0 rental property notice’s served within this community
  • Results Oriented-This manufactured home community has a lot of calls for service that are not necessarily for assault crimes but rather quality of life issues. The mobile home community has 756 lots we will continue to address quality of life issues and foster positive relationship with management

Command Officer in Charge: Sgt. Bell

Ann Arbor Township covers the Westside of Ann Arbor City to the Eastside of Ann Arbor City. Ann Arbor Township has the M14 corridor and US 23 express ways dissecting the township. The Westside and the north side of Ann Arbor Township are primarily rural residential. The east side is mixed business and urban residential with Washtenaw Community College.

Deputy Stanton will enforce parking violations at the Washtenaw Community College. This enforcement will allow for high visibility of police presence as larceny from motor vehicle complaints fluctuate often on campus.

Each deputy will be directed to spend a total of one hour during their shift aggressively patrolling and issuing citations for corrective action.

Traditionally, during warm weather months, Ypsilanti Township experiences a significant increase in juvenile issues and Calls for Service in the following neighborhoods.

SRO's will be utilized as the point element as they are the experts in the Juvenile System, already have an established relationship with both groups. The JRO will work with Juvenile Probation to participate in Night Watch and Probation compliance checks togther when possible.

Ypsilanti Township

Washtenaw County Sheriff's Office

Juvenile Resources/NHW:

Juvenile Resources will be staffed by (2) deputies and the Neighborhood Watch Liaison assigned to Sgt. Flores. The (2) deputies that currently are assigned as SRO's will be hired by Ypsilanti Township during the summer months creating additional staffing. They will conduct the following activities.

  • Act as the lead element in dealing with juvenile issues/juvenile cases
  • Proactively engage at risk juveniles within Ypsilanti Township
  • Attend weekly sessions at the Juvenile Detention Center to interact with at risk youth
  • Collaborate with Juvenile partners (Court/Probation/Schools)
  • Attend Sheriff's Office, community, school district and faith based programs/camps for juveniles to promote positive experiences in non-enforcement settings

In order to facilitate a stronger commitment to traffic safety and juvenile issues, the Neighborhood Enforcement Team concept will not be utilized this year. With the point elements listed above (Traffic, CAT, Juvenile Resources), Patrol will be better positioned to deal with issues that require additional follow up and/or follow through. However, communication will be the key to success, so that the correct resources are brought to bear on the issues as they present themselves.

Ypsilanti Township

Traffic Unit/Traffic Safety:

The traffic unit will be staffed with (3) deputies assigned to Sgt. Campbell. They will be dedicated to the following activities.

  • Crash Investigations

Community Action Team:

CAT will be staffed with (3) deputies assigned to Sgt. Teets.They will be dedicated to the following activities.

As seen above there are many variables as we move forward. One more recruit should be out of training within the second week of June. That will leave Ypsilanti Twp with two vacant positions. As it stands we have (5) vacant positions that are being filled with overtime or banked hours on an ongoing basis without figuring in bid leave, ad hoc vacation days, sick time or personal days.

Policing Areas

the summer of 2016, Sheriff's Office staff will address several issues within the county. We will use a Total Policing approach to identify root causes of crime and disorder while aggressively pursuing criminal behavior through investigations where appropriate.

The Data Driven Approach to Crime and Traffic Safety (DDACTS) Methodology will continue to be used to best utilize our resources based on areas of greatest need. Consistent monitoring and communications between operations and the Crime Analysis Unit will facilitate accurate placement of resources on timely basis.

We will utilize new and established partnerships in pursuit of our stated mission: Creating public safety, providing quality service and building strong and sustainable communities.
