  • Mandates that individuals with offenses keep their registrations up-to-date in the places they live daily, providing them with extensive information.

  • Extends the amount of time necessary to be on the registry

Other Important Developments

  • Requires that minors register in the sex offender registry, if they become prosecuted or if they are 14 years old or more at the offense time, and a judged delinquent that is similar to or worse than "aggravated sexual abuse" or a judged delinquent for a sexual act with youth below 12.
  • Includes more sex offenders which registration in the system is necessary.
  • Makes the registry applicable to people who committed sex offenses after the Adam Walsh Act who are currently registering in the system, incarcerated, or if the defendant reenters the system, even if the crime is not sexually related.

  • An assumption of this policy is that child offenders deserve to suffer, with having their names on the registry for their crimes.
  • A specific belief, which seems to go without saying, is that children shouldn't be abused and should be protected from violent criminals; therefore these measures are necessary.

Families and children feel better protected with the access to such a system with all of its repercussions done for crimes unto children.

Improved responsiveness?

Several states (36) haven't enacted the SORNA system to its entirety. This doesn't mean that states don't recognize that an issue is there. It means that the resources aren't always readily available to enact the systems in the Adam Walsh Child Protection Act. Organizations and communities are better able address child welfare issues with the accessibility to knowledge of dangerous people in the community.

My Recommendations

  • I would try to change the cost of the SONRA in order to make it more affordable for states in some way. This way, states will be more apt to enact the registry in order to use it to its full potential.
  • In order for more resources to be available to states, more funding needs to be readily available in the form of grant money. Whether this means taking away from other areas that are given grants, or another method, more money needs to be available in order to expect for states to actually comply with the act's intentions.

Are these beliefs in line with the National Association of Social Workers Code of Ethics?

Yes, because it provides service to the community, social justice for the mistreated children, dignity and worth of the person (i.e. children who can't speak up for themselves sometimes), emphasizes the importance of human relationships, urging them to be positive and not negligent to children, forces integrity among the offenders who victimized children, and overall creates a competent system to solve the issue regarding child assault and mistreatment.

  • 14 states, 9 tribes, and Guam have been able to implement what is required for the sex offender registry
  • As of 2008, 48 states have put in place 350 laws regarding sex offenders and their whereabouts/restrictions on them
  • The states not in concordance with this act are understanding of the needs of children, its just the money that's required for such a large system that is the issue, so the potential for change is there.

  • 36 states have not enacted the necessities in order for the registration system to be put in place the correct way.
  • The registration system and all the procedures that states are forced to comply with prove to be more costly to states, even with government funding.
