In 1975, 8th U.S. Circuit Court of Appeals ruled that OPS's “actions and inactions in the face of tendered choices had the natural, probable and foreseeable consequence of creating and maintaining segregation. The five areas include faculty assignment, student transfers, optional attendance zones, school construction and the deterioration of Tech High. ... Accordingly, we hold that the segregation in the Omaha public schools violates the Constitution.”

Busing in the district began in 1976.

The Reality of School Discipline

School District Policy Recommendations

"Research continues to show significant racial differences in school suspensions and expulsions.

"Several studies nationally have shown that black students can be punished more harshly than their white classmates for similar infractions. But it’s a complex issue, and OPS officials say it’s not as simple as insensitive teachers or certain groups of kids acting out more than others."

Conclusions:

  • OPS is moving backwards
  • OPS is not setting our black students up for success
  • OPS seems unwilling to initiate change unless pressure is applied

Omaha World Herald, July 17th, 2016

Take responsibility as a district

Change has to come from the top down

Initiate action instead of reacting

Prioritizing students with actions ($), not just words

Omaha Public Schools, and the City of Omaha, have held on to a strong history of systemic, intentional racism and segregation.

while in comparison Black students were more likely to receive disciplinary office referrals for behaviors that can be interpreted more subjectively (e.g., disrespecting, threating, making excessive noise)."

Indiana Youth Institute

In general, white students tend to receive disciplinary office referrals for behavior that can be observed more objectively—e.g., smoking, vandalizing, leaving class without permission, making obscene comments—
