Annual Conference elects equal lay and clergy delegates to the General Conference:
Two for each annual conference up to 800 members, then two additional (one lay and one clergy) for every 600 more members:
800+members = 2 delegates
1400+members = 2 delegates
2000+members = 2 delegates
