Edward I, the King of England called on nobles, knights, bishops, and two citizens from each town in England. This established a model for electing representatives to form Parliament, the legislature that made laws in England.

The King of England, King John was forced to sign the "Great Charter". Which resulted in a limit to his power. The king now had to consult with his nobles before implementing taxes and going to war.

In Europe, peasants owed their loyalty to a lord, who in owed their allegiance to a higher lord or king. The king's power was limited by his obligations to his lords. Therefore, Europeans learned to follow a certain power above them.

The Roman Republic

Each citizen in Athens voted directly for laws. This was called the "Legislative council of 500". All citizens were eligible for this council. But, "citizens" were only free, Greek-born males of a certain age. They worked on laws and improved the Government.

Citizens voted for a representative government of Rome. The republic contributed to the idea of voting for legislative representatives.
