A delegate from Connecticut, Roger Sherman, proposed a two-house legislature, which consisted of a Senate and a House of Representatives. The Senate would have an equal number of representatives from each state. This was made in order to satisfy the states with smaller populations. And The House of Representatives would include one representative for each 30,000 individuals in a state, to pleased the larger states. So, this agreement would be accepted for every state. However, nowadays there is a Congress consisting of only a single chamber with a certain number of representatives from each state.

The Great Compromise combined the 2 plans, creating our current legislature with 2 houses, 1 based on population and elected by the people and the other house allowing 2 senators per state being appointed by state legislatures.

New Jersey plan

Virginia plan

In response, on June 15, 1787, William Paterson of the New Jersey delegation proposed a legislature consisting of a single house, therefore each state should have equal representation in this body.

This plan wanted a more decentralized plan Each state would have 1 vote in Congress.

On May 29, 1787, Edmund Randolph of the Virginia delegation proposed the creation of a bicameral legislature. This plan wanted a strong national government with 3 branches. The legislature would have 2 houses. And the president and the national judiciary would be chosen by the national legislature. In conclusion, each state would have a different number of representatives based on the state's population.

The Great Comprise

The Great Comprise (1787) is an agreement made between large states and small states regarding how much power states would have under the United States Constitution.

And helped to determine how each of the US states should be represented in the Congress.

To ensure fair and equal representation in the House, the process of “redistricting” is used to establish or change the geographic boundaries.

In the 1964 the U.S. Supreme Court ruled that all of the congressional districts in each state must all have roughly the same population.
