I feel Whitman is expressing his festive tone throughout the poem by portraying nature to the root of existence. The overall meaning is that we are all born on Earth uncontrollably, and although we don't know everything, we should just live day to day with happiness like the generations before us did.
Emerson is explaining that we view nature and our surroundings differently depending on our emotional status. If we are feeling sad, nature is a sort of tranquility to lean on, and if were happy we see it as enjoyable. Nature is an inexhaustible presence that will always bring out the truth in ourselves.
This quote is saying that God and the brain differ like syllable and sound. God is the sound because sound is huge and everywhere, and our brain is the syllable because we are and our brains our only a small part of this world that God created, just as syllables are only small parts of a word.

I feel Emerson put this quote here to show that we need to be our own person. God made us unique and unlike any other for a reason, we need to be Godlike to be able to carry out His plans for us.
