- Bazagette was the engineer who designed and built London's sewer system after the Great Stink of 1858
- The summer of 1858 was very hot. There was no rain to fill the rivers and river levels fell especially the Thames in London. As a result the smell from the river grew worse and worse and was quickly called 'The Great Stink'
- One of the worst affected places was the Houses of Parliament
- He planned and oragnised the building of London's sewage system, the same system that is still used today
- Chadwick was a civil servant
- In 1842 he published a report on 'Report on the Sanitary Conditions of the Labouring Population'
- His evidence proved that the poor conditions the labouring classes were living in caused illness. This meant that they were too ill to work so became poorer.
- He argued that people should pay higher taxes to help the poor.
- Chadwick proposed Public Health Reform
Public health is about helping people to stay healthy, and protecting them from threats to their health. Government controlled.

Why was Public Health so bad in early 1800s?
- The Public Health Act 1848
- Was not compulsory and so failed to impact on public health
- The Public Health Act 1875
- Was compulsory made huge difference to public health. Making education complusory
- Snow was a pioneer in surgery
- In 1849 he said that cholera was caused by water not 'bad air' (it was widely believed that disease was caused by bad air)
- In 1854 there was another outbreak of cholera. Cholera killed over 500 people around Broad Street, near Snow's surgery, in just 10 days. This led Snow to map out the deaths in detail and write a report, called 'On the Mode of Communication of Cholera'
Why didn't anybody do anything about Public Health sooner?

- People objected to local government 'interfering' in their lives.
- Doctors were not paid by the government so had to charge fees. Therefore the poor could not afford to go to a doctor.
