How a Bill Becomes a Law
Bill is a Law!!!!
The House of Representatives
this is the hopper, not an animal
- Bills ideas come from a representative- or a civilian like you and me
- Once the Bill is written it needs a sponsor to introduce it to the house
- Once the Bill is introduced it is placed in the hopper
- The Bill is recommend "do pass" "do not pass" "change amend" "substitute" or "table"
- The House then debates on what they like or don't like and the Bill gets voted on
The Senate
- The Bill is now introduced by a senator
- Majority leader sends the Bill to the committee
- The committee does the same as the House did (do pass, do not pass, etc...)
- The Senate debates like the House, but they may filibuster
- Filibuster: where you may talk about relevant or irrelevant things to pass time to delay the passing of the bill
Who is Bill?
The President
- This is the final step
- The president can sign the Bill into a law or can veto the Bill and say why
- Can be overrode by 2/3 vote in congress
- Can let the Bill sit for 10 days and let it become a law
- Bill can sit for less than 10 days; congress goes out of session
Bill is a small town boy with big dreams, dreams to make change to the world. Bill wants to become a law, but in order to fulfill his dreams he must go to the House of representatives, the senate, and finally the president.
