Powers Granted and Denied to Congress

Section 2- The House Of Representatives

Section 1

The House of Representatives shall have the power to choose their Speaker and other officers. The House of Representatives shall have the sole power of impeachment.

All Legislative powers will be given to the United States Congress which shall consisted of a Senate and a House of Representatives

Section 3- Congress

Each Senator shall have only one vote in Congress. In the case of an impeachment the Senate shall be the jury and the House of Representatives shall be the plantiff.

Section 4- Congressional Elections

The times, places and manner of holding elections for Senators and Representatives shall be determined by each state;Congress may at any time by law make or alter the time and manner of election. Congress must assemble at least once every year.

Article 9- Powers Denied Congress.

Congress has the power to tax, pay debts,provide for the common defense; but all taxes shall be the same throughout the country. Congress has the power to borrow money, print money and conduct trade with foreign countries. Congress may establish post offices and federal courts below the Supreme Court. Congress has the power to maintain an army and a navy and declare war. An elastic clause enables Congress to create new powers to accommodate for current events.

Section 7- How a Bill Becomes a Law

Congress may not suspend the Writ of Habeas Corpus except when the public safety requires it. One state may not be preferred over another. Congress may not grant any titles of nobility. No bill of attainder or ex post facto law shall be passed. No direct taxes on persons. No taxation on state exports.

Bills for raising taxes shall originate is the House of Representatives; the Senate may propose amendments to the tax bills. Every other type of bill can be proposed by either house. The houses must work together to finalize a bill before it is presented to the President for approval.If the President vetoes the bill then two thirds of each house can override the President's veto.
