Climate change, also called global warming, refers to the rise in average surface temperatures on Earth. An overwhelming scientific consensus maintains that climate change is due primarily to the human use of fossil fuels, which releases carbon dioxide and other greenhouse gases into the air. The gases trap heat within the atmosphere, which can have a range of effects on ecosystems, including rising sea levels, severe weather events, and droughts that render landscapes more susceptible to wildfires.The primary cause of climate change is the burning of fossil fuels, such as oil and coal, which emits greenhouse gases into the atmosphere—primarily carbon dioxide. Other human activities, such as agriculture and deforestation, also contribute to the proliferation of greenhouse gases that cause climate change.
INTERNATIONAL
• Disasters like floods, tsunami, hurricanes and typhoons can never stop because it is natural phenomena. Those calamities will occur more often due to climate change. We cannot prevent casualty or diminish the damage it made, but we can lessen it. What is best we can do it is to be prepared in all kinds of circumstances.
• For instance, On 25 and 26 May, incessant heavy rainfall brought by the southwest monsoon triggered flooding and landslides in 15 of the 25 districts of Sri Lanka.
• In Haiti earthquake of 2010, large-scale earthquake that occurred January 12, 2010, on the West Indian island of Hispaniola, comprising the countries of Haiti and the Dominican Republic.
DESIGN METHOLOGY
This chapter presents the research technical design, procedure and methods of the study and project design models.
CHAPTER 2
This study entitled “Proposed Evacuation Center in Binangonan, Rizal” is to be conducted at the University of Rizal System – Morong during the 2nd and 1st semester of school year 2017 – 2018 and 2018 – 2019 respectively. It will focus on structural analysis and design of evacuation center.
This study will signify the following:
To the Municipal Government of Binangonan, the facility being located in Binangonan will help in the development and promotion of the Municipal of Binangonan regarding disaster and risk management.
To the Municipal Disaster Risk Reduction and Management Council of Binangonan, the provision will aid the council to easily manage emergency evacuation.
The Philippine has been long particularly vulnerable to extreme weather. But in recent years the nation has suffered from even more violent storm like typhoon Haiyan (Yolanda). On average, about 20 tropical cyclones entered the Philippine Area of Responsibility each year, with 8-9 making landfall.
The Philippines is located in the western pacific ocean surrounded by naturally hot water temperature that are getting warmer as average sea-surface temperature continue to rise, that will lead to stronger and more frequent storms due to additional heat in the ocean.
Objective of the Study
This study aims to have a proposed evacuation center in Binangonan, Rizal. We specifically the study aims the following:
1. To deliver an efficient architectural lay-out and structural design for the evacuation center.
2. To provide a management scheme for evacuation center.
Theoretical Framework:
This study were based on some theories established by the disaster management or the Disaster Risk Reduction Management Philippines (DRRM)
LOCAL
• Philippines also experienced some tragic calamities that affects so many lives. Some of these examples where memorable to our citizens due for the destruction, effects and aftermath of the following disasters.
• In LEGAZPI CITY—As Albay experiences heavy rains brought by the tail-end of a cold front Saturday, the Philippine Institute of Volcanology and Seismology (Phivolcs) warned local government units and communities near river channels of possible sync-eruption lahars, or a combination of pyroclastic density currents and rainwater.
• Philippines established few evacuation areas in the capital, Manila. This evacuation usually used on people who suffered in intense disasters.
• The purpose of this project is to provide a design of evacuation area for evacuees to spend their time to recovery and have temporary shelter. This evacuation center will function as refuge on the residence of Rizal and will serve as a temporary residency for those who are affected of unexpected calamities such as, flashfloods, earthquakes, landslides, typhoons.
Operation centers and staging areas which also serve as evacuation camps for affected residents were also designated by the MMDA:
