- He ended the massive resistance after he was elected governor in 1970

- He declared that the massive would end once elected governor
- Holton voluntarily placed his children, including future First Lady of Virginia Anne Holton, in the mostly-black Richmond public schools, garnering much publicity which then got citizens more intrigued in desegregation
- He became governor after a 3 year battle in 1970
- Holton also worked to clean Virginia's polluted waters, reorganize the executive branch, and helped create a governmental public authority to operate ports in Hampton Roads
- In the 1970s he was seen escorting his white daughter into an almost all-black high school
