We pitch things all the time even without knowing it e.g. persuading you parents for a new phone, encouraging your friends to go to a party with you etc. A pitch also helps you to realize if your stories worth progressing.
A pitch also gets you thinking about what resources you'll need to bring your story to the screen.
You can pitch to just about anyone, you could pitch to family and friends, professional film directors, strangers or even yourself. Sometimes pitching to strangers is more effective than pitching to relatives or friends this is because you often gain a more honest opinion. However it's still good to get encouragement from parents. The more you tell your story the better it can get as you often understand it better.
