a topic (or task) is taught to
whatever depth of understanding (or competence) is required, before moving to the
next one.
The learner learns the basics of one topic (or task), then another, and another, and so on, before she or he returns to learn more about each topic, and this pattern continues until the necessary depth and breadth are
reached for all of them.
The theory can be adopted as guidance for designing holistic sequences for
several kinds of course content.

The theory deals with the cognitive (knowledge) and psychomotor (skills) domains, and not the affective (attitude) domain.
