FAA Reauthorization Act of 2023 PASSED 2/8/2024 By the Senate Commerce Committee!
This bill reauthorizes AIP grant funding to the FAA thru FY2028, including activities and programs related to airport planning and development, facilities and equipment, and operations.
Supports Small Airports with Modern Infrastructure and Technology: The bill ensures small airports are not left behind and the needs of small communities and rural airports are met through stable AIP funding and reduced local share requirements.
Disposes of Harmful Airport Firefighting Chemicals: The bill establishes a new grant program to help airports dispose of PFAS, harmful forever chemicals used in firefighting foam, and replace them with safer solutions for firefighters.
$18.2 billion for FAA facilities and equipment to fund the modernization of key technologies, systems and equipment to ensure the resilience and development of the world’s most complex airspace system.
$20 billion for FAA airport improvement grants to support more than 3,300 airports nationwide and promote a sustainable and resilient infrastructure to meet increasing demand and integration of emerging technologies.
Rebuilds Airports, Terminals and Runways: The bill boosts Airport Improvement Program (AIP) funding over the next five years from $3.35 billion to $4.0 billion to continue modernizing airport infrastructure as outlined in the Bipartisan Infrastructure Law.

After receiving the potential FEMA Grant Funds, Here are the next crucial steps:

Yes, decreasing spending on fossil fuel vs. electricity and providing new equipment for personnel training and use during incidents.
Are the costs reasonable for the target population that will be reached?
Yes, decreases response times and advanced rescue equipment have positive impacts in increasing chances of victim survival.
Does the applicant include details on mitigation strategies to reduce fire risk?
Yes, we currently have a vegetation control plan for the airports on an annual basis and have a safety oriented mindset for all aviation activities on the field. We also have a FOD Program implemented to remove debris to lowert the chance of engine ingestion.
Does the applicant explain how the project is directly tied to protecting life and property?
Receiving new and health conscious turnouts and new varying tools/equipment will continue to keep ARFF firefighters safe and reduce work related injury. They also aid in decreasing the time to search and rescue of victims from the IDLH of enclosed aircraft during minimal-zero-visibility incidents. Quicker response will increase the lilelihood of victim rescue and survival from accidents.
FINANCIAL NEED
Applicants should provide a comprehensive overview of their organization’s budget, including but not limited to describing sources of revenue/funding and expenses.
- Attach a copy of fiscal year earnings and expenses to show FEMA that the organization's budget issues and constraints are less than feasible to procure vehicles and equipment.
Does the applicant clearly describe their financial distress?
- As seen in the budget and the issues with finding other forms of funding from other federal (FAA) and/or local entities (CALtrans) with no success (i.e. funds have been used for other projects).
Does the applicant explain why they do not have the means to fund their project?
- Funds are not available for allocation, budget is constrained by bonds, other funding has either been used for rehabilitation projects or been procured through the master plan of the airport and FAA AIP funds that are no longer available for further redistribution.
Does the applicant explain why they do not have the means to procure vehicles?
- No funds are available to procure such vehicles due to the specialization of the class of response vehicle and the excessive cost to acquire them for aircraft crash response.
Does the applicant include evidence of sacrifice due to budget constraints?
- Have had to substantially cut spending just to pay the annual salaries to retain employees and lower the use of equipment and work in-house to save money on minor-large scale projects.
Does the applicant provide justification for the budget items relating to the cost of the project?
As far the budget, the department is at a severe loss and are in dire need of financial assistance for equipemnt needs and future vehicle requests. The dept is still in the process of being bailed out of a bonds and does not have sufficient income from current enterprise funding to aid in funding the ARFF Division. In addition, the fleet of vehicles currently in service are costing the ARFF Division more money on repairs with recurrent issues and being placed out of service at times for maintenance.
Does the applicant include sufficient details to understand their organization’s most common risk?
Our most common risk is the unpredictability of incidents and how we can better increase the survivability of the occupants in accidents.
Does the applicant explain the vehicle requested and how it is tied to protecting life and property on a frequent basis?
The Vehicle being requested is a new STRIKER Volterra (Hybrid/Electric) ARFF Rescue Truck. It is more capable and will decrease response times and is almost a net-zero emission vehicle that will reduce negative impacts on the environment. It will be the new frontline truck in all ARFF Aircraft incidents/accidents and will give victims a better chance for survival. With newly developed FAA compliant F3 Foams, they appear to be slightly less effective and take more time to fully extinguish fires compared to legacy foams that have been named hazardous/cancerous (i.e. AFFF).
Has the applicant explained how the vehicle(s) will positively impact operations per NFPA 1710 and/or NFPA 1720?
The Vehicle will positively impact operations by keeping responders safe and keep them out of health hazardous environments. Abides by NFPA 1710 by reducing work related injury, adheres to performance requirements of responders with faster response/on scene times within 3 minutes for the first ARFF unit and 4 minutes for the second responding ARFF unit, if applicable. Newer turnouts decrease turn out times and helps stay within the goal of 60 secs. Personnel are BLS trained for treating victims until ALS aid arrives and mutual aid agreements have been established through the Airport AEP.
Has the applicant identified the vehicle(s) being replaced as not manufactured for emergency services, and/or that the vehicle being replaced is not compliant with National Fire Protection Association (NFPA) 1901 or NFPA 1906?
Vehicle that is being replaced is a 1991 OSHKOSH T-1500. Vehicle is out-dated and has transmission issues, slowing response. Does not have complimentary agents options in turret nozzles or dual agent handlines. Does not have an accurately foam proportioned booster reel. Vehicle has Top Turret issues. Does not have sufficent tools/rescue equipment. Vehicle is top heavy and prone to rollover and is not installed with lateral roll indicator.
Does the applicant demonstrate a high benefit for the cost incurred and maximize the level of funding going directly into the delivery of the project?
If given aid through the AFG Grant, this in turn will lower the overall cost of purchasing the vehicle and new equipement by 90%. Additionally this will assist responders in accruing necessary equipment to take the place of current equipment that is not effective for rescue operations and increas rescue/ response times.

Does the applicant fully explain all aspects of the request?
- Will Save 90% of the overall cost of equipment and vehicles for the department in one lump sum request for grant funding.
Does the applicant give evidence that funds are directly tied to operations of the organization?
-Funds will only go directly towards the ARFF Division only and evidence of this will be the removal of an old ARFF unit completely from service and replacing with old equipment.
Does the applicant give evidence that funds are directly tied to operations and safety?
-All equipment granted are for and/or in place of current inventory of PPE as most are/will be outdated.
Does the applicant include information on sharing the requested vehicle with neighboring jurisdictions?
- We have mutual aid agreements with local CCCFPD and details are in our Airport AEP.
Does the applicant include information on sharing some or all of the assets with neighboring jurisdictions?
- As depicted in our Airport AEP, and in case of natural disaster, we are part of REGION 2 for the FEMA Response plan to aid the Northern California Region in response efforts.
Does the applicant show evidence that they have conducted good market research to ensure they do not request more funds than they need?
- Researched in aid from other entities such as the FAA ZEV/FAA AIP Programs, however, due to the nature of the use of vehicles and equipment on and off the airport. The FAA Grant programs do not aid in our endevaours and the funding will sufficiently cover the airport through this standalone grant request.
Non-federal airport and/or port authority fire or EMS organizations are eligible only if
they have a formally recognized arrangement with the local jurisdiction to provide fire
suppression or emergency medical services on a first-due basis outside the confines of the
airport or port facilities. Airport or port authority fire and EMS organizations whose sole
responsibility is suppression of fires or EMS response on the airport grounds or port
facilities are not eligible for funding under the AFG Program.

CCC AIRPORTS AEP INFORMATION
In the Contra Costa County Airports AEP PART III: Hazard Specific Sections, Section A. Aircraft Incidents and Accidents; "Outside Airport: If the crash is outside the Airport, the CCCFPD typically responds and assumes command of these incidents. ARFF personnel do not normally assist unless requested."
During ALERT III Accidents that are outside the legal limits of the Airport, Airports Division/ARFF can ask CCCFPD if they want assitance from ARFF.
