Development is the process of which a country improves wealth, health and quality.
A barrier to development is something that limits development. For example, bad climate is a barrier because in a bad climate you might not be able to grow things that 1 make money or 2 grow food.
HDI is human development index and it is measured on a scale of 0-1. Some of the highest HDI values are the US, Norway and Russia. Some of the lowest are Niger, CAR and DRC. The some indicators of HDI are Life expectancy, Literacy rates and GNI per capita. Life expectancy is the average life span, GNI/GDP per capita is the money per person and Literacy rates are the reading and writing rates
Some positives of HDI are that the people who create the HDI value get it from a wide range of people so the information is very reliable. HDI values are updated anually so it won't stay the same for more than a year which again makes it reliable.
Sadly, the are more negatives to HDI then positives. Some geographers say that wealth impacts the HDI value. This is bad because lets say that a country is poor but has amazing education, it will still have a low HDI value because wealth impacts it to much. Also, some say that it is way too simple and they need more indicators because literacy rates, GNI per capita and life expectancy doesn't cover all the areas that are they
SEEP stands for social, economic, environment and political and these are the classified barriers to development. Each barrier has 1 or more specific indicators.
Social barriers are the barriers that measure what happens to people. For example, one of the indicators is literacy rate which is your reading and writing rate. This is an indicator because you need to measure a countries education. Some countries( Niger, DRC, etc) have low literacy rate which means they might not have the education for certain jobs whereas other countries( US, Norway, etc) have high literacy so they can get the well educated jobs like a doctor.
Economic barriers measure the wealth of a country. The indicator for economic barriers is GNI/GDP which stand for gross national income or gross domestic product. GNI is a barrier to development because if a country has a low GNI, this is saying that the country is poor so they can't get the best like everyone else. This means they can't develop more because they don't have the money to fund the development.
Environment barrier measures the world around us and its limits. Landlocked is an indicator because countries that are landlocked don't have access to the ocean which means no trade or no water for survival or no medicine. The country doesn't have the right materials to make the medicine. The country that do supply it trade but that could take month to trade it to a country outside the border of that certain country. Then, they have to transport it by plane or boat or train. By that time, the medicine could be expired.
Political barriers measures how the countries government limits or helps a country. For example, one of the indicators is censorship and censorship blocks things. Censorship is be a barrier to development because it can stop the spread of information which can cause lots of damage like if the country censors news sites, it can make people not know that a hurricane or typhoon is about to hit. This could kill millions of lives just because a country wanted to protect it from one thing but it could damage many more things.

Social barriers are the most important barrier because it measure the death rate/life expectancy, and can tell how many years you are expected to live. Life is everything anyone and also it tells you how many years will be what ever job you are so if the life expectancy is low then you will only have doctors for a short time.
Also, it measure infant mortality and to a parents, their child is everything to them. Imagine have something nag at you in the back of your mind saying that you infant might not live. This also measure the population because if you can measure people from when they are babies, then you can predict that years population. This can lead to know the amount of doctors they are which helps in heatlh
Finally, the last and most important indicator is literacy rate. The measures the education of people. If a country has a low literacy then they might not get doctors which won't fend them of from viruses and diseases. Also, if you have a low literacy rate then you can't find the other factors to help you improve you country.
All in all it is the most important barrier for all those reasons.
