On June 27, 1973, the President of Uruguay, Juan María Bordaberry, decreed the dissolution of Parliament, beginning a dictatorship led by a coalition of civilians and the military, which maintained control of the State until March 1, 1985.

When the new parliament took office in February 1985, a law of pardon for political prisoners imprisoned in Uruguay was quickly approved (promulgated on March 8 under number 15737).

In December 1986, during the presidency of Julio María Sanguinetti, Law 15,848 on the Expiration of State Punitive Claims was enacted, which establishes impunity for the crimes of violation of human rights and state terrorism during the dictatorship (1973 -1985).

Subsequent governments maintained the Uruguayan tradition of ending civil wars together, without winners or losers. However, President Jorge Batlle installed the Peace Commission in 2000.
