An IPRC is a committe who meets to decide if a student should be identified as excpetional and that diagnosis will mee their needs.
An IPRC contain at least three members- one of which is a Supervisory Officer or a Principal.

At WCDSB, a student is sent to IPRC through written request from the parents, and the school principal refers them to IPRC. The committee, along with parents, other school or resource staff, and student (16 years old and older) meet at the student's school

Determine whether or not the student should be identified as exceptional
Recommend program placement, followed by the development/revision of an IEP
Determine the student’s strengths and needs
Once identified as exceptional, identify the student’s exceptionality according to Ministry of
Education categories and definitions
• identify the area(s) of the student’s exceptionality or exceptionalities,
according to the categories and definitions of exceptionality
provided by the Ministry of Education
• invite the parent and the student (if the student is 16 years of age or
older) to attend the IPRC meeting;
• review relevant information about the student;
• describe the student’s strengths and needs
• decide whether or not the student should be identified as exceptional;
• decide on an appropriate placement for the student;
• provide reasons for the placement if deciding for a placement in a
special education class;
• review the identification and placement at least once in each school year,
unless the parent gives written notice dispensing with the review.
• discuss proposals for special education programs and services if the
parent, or the student age 16 or over, requests it;

Requesting an IPRC
Parents make a written request to the school principal. Within 15 days of the written request, the principal must provide the parents with:
- aknowledgement of their letter
- a copy of the board's Parent Guide for Special Education
- written statement of when (approximately) the IPRC will take place
At least ten days before the IPRC is to take place, the committee must send the parents written notificationof the meeting. Parents should be informed they have the following rights:
• be present at and participate in all committee discussions about the student;
• be present when the committee makes its decision about the
identification and the placement;
• have a representative present to speak on their behalf or otherwise support them.
Each school board is required to have a parent's guide to the IPRC process. The parent guide should contain the following:
• the function of the IPRC and the IPRC review;
• the procedure for identifying a student as exceptional and for deciding
the student’s placement;
• the IPRC’s duty to describe the student’s strengths and needs;
• the IPRC’s duty to include the student’s exceptionality and the category
and definition of that exceptionality in its statement of decision;
• the function of a special education appeal board (SEAB) and the parents’
right to appeal the decision of the IPRC to such a board;
• the names, addresses, and telephone numbers of the Provincial and
Demonstration Schools;
• whether and to what extent the school board purchases special
education programs and/or services from another school board;
• a list of local parents’ organizations eligible to be on a Special Education
Advisory Committee (SEAC);
• the fact that an IPRC placement decision cannot be implemented unless
a parent has consented to the decision or has not filed a notice of appeal
within the required time limit.

Once an IPRC has been requested, the committee will:
• obtain an educational assessment of the student (see Part C of this guide for a discussion of educational assessments);
• obtain, subject to the provisions of the Health Care Consent Act, 1996, health and/or psychological assessments, if it is believed that such information is required to make an accurate identification or placement decision (see Part C of this guide for information on health andpsychological assessments);
• consider interviewing the student, if the committee members feel it would be useful to do so (parental permission is necessary before interviewing a child under 16 years of age);
• consider any information about the student submitted by the parents, or by the student who is 16 years of age or older; and
• consider any other information that may be relevant to the IPRC decision.

The chair introduces everyone and explains the purpose of the meeting.
The IPRC will review all available information about the student. The committee will:
- consider an educational assessment of the student;
- subject to the Health Care Consent Act, consider a health or psychological assessment by a qualified practitioner if it is felt such an assessment is necessary to make a correct identification or placement decision;
- interview the student, with parent consent if the student is under 16 years of age, and the committee feels it would be helpful to do so; and
- consider any information that parents submit or that the student submits if he/she is 16 years of age or older. The committee may discuss any proposal about a Special Education program or Special Education services for the student, and will discuss any such proposal at the parent’s request or at the request of the student if the student is 16 years of age or older.
If the committee recommends a congregated placement/alternative placement, it must state its reasons for so doing and it must first consider whether placement in a regular class with appropriate Special Education services will meet the student’s needs and is consistent with the parent’s preferences.
Parents are encouraged to ask questions and join in on the discussion.
Following the discussion, after all the information has been presented and considered, the committee will make its decision related to the exceptionality and the placement of the student.

Parental Consent
Once the decision as been sent to parents, they may consent by signing the Parent Notice Form. If parents agree with the decision of the committee of the board, the development of an IEP and programming will take place.
If parents to not agree with the statement of decision, they may file an appeal within 15 days of reciept of the devision, 30 days after recipet a second meeting will occur . There is a continued appeal process that will be followed.
Statement of Deision
This will state whether the committee has declared the student exceptional. It must include:
- the categories and definitions of any exceptionalities
- IPRC's placement decision
- IPRC's recommendation for special education program and services
- reasons for IPRCs placement
The chair of the IRPC must send copies of the statement to parents, school principal and director of the school board
