The inquiry or performance analysis stage is used at the beginning to identify problems in the performance. Educators need to assess what outcomes were desired and what outcomes happened, then calculate what is the difference between the two results.

The reflection and evaluation stage is the final step where the new performances are evaluated. Administrators and Educators will reflect on the changes that were made and the new results to see if they are feasible, functioning, and efficient for the students’ success (Adlof et al., 2022).
As the administration and educators use this HPT model, the deviations should be minimized. This procedure is essential for learning to be productive and successful for all involved in the educational process.
The create and design stage is when several possible solutions are brainstormed to correct the errors and make improvements in the performance or educational situations. Educators can discuss what isn’t working and design new strategies to close the gaps.
The development stage is when interventions are developed to correct the problems and minimize the errors. Administrators and educators work together to plan and organize the "when" and "how" the interventions will be used to reduce the problems.
The implementation stage is the next step to where the developed interventions are implemented in the learning environment. This could include changes in policies, curriculum, adding additional staff trainings, lesson plans, implementation of new performance guidelines, or working with small group instruction with students in the educational setting.
