BORN IN SAN FERNANDO, PAMPANGA. HE WAS THE SON OF VICENTE ABAD SANTOS AND TORIBIA BASCO.

HE WAS A PENCIONADO AND STUDIED LAW IN NORTHWESTERN UNIVERSITY IN EVANSTON, ILLINOIS. AFTER HE PASSED THE BAT IN 1911, HE SERVED AS ASSISTANT ATTORNEY AT THE BUREAU OF JUSTICE AND LATER ROSE TO THE RANK OF ATTORNEY-GENERAL. HE WAS APPOINTED UNDERSECRETARY OF JUSTICE IN 1921 BUT GAVE UP THE POSITION AT THE HEIGHT OF THE CABINET 1923. HE SERVED AS CHIEF LEGAL COUNSEL OF THE SENATE PRESIDENT AND THE SPEAKER OF THE HOUSE REPRESENTATIVE AND IT AS DURING THIS TIME WHEN HE JOINED THE ANTI-WOOD CAMPAIGN. ON DECEMBER 30, 1941, HE ADMINISTERED THE OATH OF OFFICE OF PRESIDENT QUEZON AND VICE-PRESIDENT OSMENA FOR THEIR SECOND TERM. BEFORE QUEZON LEFT THE COUNTRY OM 1942, HE APPOINTED ABAD SANTOS AS ACTING PRESIDENT OF THE COMMONWEALTH GOVERNMENT. ON APRIL 11, 1942, THE JAPANESE ARMY ARRESTED HIM IN BARILI, CEBU AND HE WAS SUBSEQUENTLY BROUGHT TO MINDANAO.

Biography

born in Gerona, Tarlac on October 19, 1886. his parents were Tranquilino Bocobo and Rita Teodora Tabago.

In 1907, he earned his Bachelor of Law Degree from Indiana University under that Pensionado Program of the Colonial Government. He started his career as law in 1917, he was appointed full Professor of law and acting Dean of the College. He was a close associate of Manuel L. Quezon and served as on of his speech writers. He became President of the University of the Philippines from 1934 to 1939 and associate justice of the supreme court from 1942-1944.

It is approved by the commission on independence on November 17, 1926 (Appointed: October 14, 1921 until August 7, 1927)

Leonard wood is a United States Army Major General. He became the military governor of Cuba from 1899-1902, and then governor general of the Philippines from 1921-1927. In 1903 he arrived in the Philippines. He became the commanding governor of the Moro province. He was not the only head of the civil government with a legislative government responsible for five districts, but he is also the commanding general troops in the department of Mindanao and sulu. After years, he became the military commander of the Philippine Division. He conducted an investigation to which he covered 48 provinces into which the island is divided. The investigation is about the conditions, geographic, climatic, natural, human and governmental. If the Filipinos are capable of self-government.

The promise of America. The face of America: an emblem of freedom. The symbol of altruism. They vowed to train us in the art of self government and granting the independence of our country. It is done for the benefit of the filipino people. Not the americans. The filipinos trusted the americans with 20 years of civil government. They cooperated and applied themselves patiently and diligently. Leonard wood was then assigned by president of America (president calvin Coolidge) To be the governor-general. He was assigned to fulfill the pledge and it is expected by the people that the mutual understanding and cooperation would be maintained wherein political emancipation would be complete.

FILIPINO GRIEVANCE AGAINST GOVERNOR GENERAL LEONARD WOOD

-Major-General Leonard Wood arrived in the Philippine island in 1903 after his services in Cuba. He was appointed governor of the metro province, comprising the southern islands and mindanao. Aside from being the head of the civil government, he is also responsible for five districts, and the commanding general of the troops in the department of mindanao and sulu as well.

Cognizant of General Wood’s participation in the liberation of Cuba, Filipinos expected that spirit of cooperation would be maintained. Political emancipation would be complete.

  • he has rendered merely perfunctory the power of the legislature to pass the annual appropriation law by reviving items in the law of the preceding year, after vetoing the corresponding items of the current appropriation act, in the flagrant violation for organic law.
  • He has made appointments to positions authorized the payment of salaries therefore after having vetoed the appropriations of such salaries.

  • he has used certain public funds to grant additional compensation to public officials in clear violation law.
