1817-1839

1800's

1817 American Asylum for the Education of the Deaf and Dumb, first residential school in the U.S. (Timetoast, 2007)

1831 New England establishes Asylum for the Blind (Timetoast, 2007)

1832 Perkins Institute for the Blind opened. Boston Massachusetts, set up like a boarding school this was the first facility for individuals with mental disabilities.

1834 Louis Braille publishes the Braille code -(Gargiulo et al., 2021)

1839 First teacher training program in Massachusetts (Gargiulo et al., 2021)

1840-1848

1840 Mandating Compulsory Education. Rhode Island had a law passed which required all children to receive education and for governments to provide. PRECEDEN

1848 Massachusetts School for the Idiotic and Feeble Minded Children was established (Timetoast, 2007)

1864-1872

1864 Columbia Institution for the Deaf and Dumb and Blind. Granted college degrees, first college for people with disabilities in the world (PRECEDEN.)

1869 The first public school class for children with hearing impairments opens in Boston, Children were beginning to not be separated from their peers because of their disabilities. (Timetoast, 2007)

1872 Alexander Graham Bell opened a school in Boston to train teachers of deaf children (Bergey et al., 2007)

1911 Paul Eugen Blueler coined autism as childhood version of schizophrenia

1922 CEC was formed- International Council for the Education of Exceptional Children. It’s mission to progress public policy that influences children with disabilities or special talents and gifts and caregivers or professionals. -(Program Guide, 2021)

1931 Bradly Home Rhode Island, Psychiatric Hospital, first in the U.S.

1953 Association for children with learning disabilities was organized. This opened the door for the later Learning Disabilities Association of America. (Gargiulo et al., 2021)

1960

1955

1955 Deinstitutionalization Movement began, a movement that tried to pull those with disabilities out of institutions and back to their homes with their families. (PBS, 2005)

1958

1958 The CEC’s name was changed to the Council for Exceptional Children, pulling their focus from not just the education of Exceptional Children but their overall well being.

1980

1965 Elementary and Secondary Education Act the basis which special education legislation was created in the early days. Gave grants to schools that made it a point to educate children with disabilities (Timetoast, 2007)

1966 Amendment to the Elementary and secondary education Act. Provided public education with federal funds for students with disabilities. (Gargiulo et al., 2021)

1972 Wolf Wolfensberger introduced the concept of Normalization, Gargiulo et al., 2021)

1973 Rehabilitation act became active. This act prohibited the denial to people of special education benefits from programs that received federal funds. (Christina Delgado, 2019)

1975 Education for All Handicapped Children Act was passed. This created a legislation that ensures free public education that is appropriate for handicapped children is available. (Christina Delgado, 2019)

1982 Board of Education of Hendrick Hudson Central School District V. Rowley. Any students that qualify for special education programs will be given individualized instruction based on each child’s specific needs (Gargiulo et al., 2021)

1986 Amendments made to the Education of All Handicapped Children Act, All rights provided under this act are equally provided to preschoolers with special needs.

1990 Americans with disabilities act becomes a law. This law put into effect no individual with disability can be discriminated against because of their disability.

1990 IDEA was passed (Individuals with Disabilities Education Act) This showcased the importance and need for transition planning for adolescents with disabilities

1992 Oberti V Board of Education of the Borough of Clementon School District. Least Restrictive Services Environment. Saw that the placement of aids and services must be offered to students with disabilities. Students cannot be excluded from general classroom because of curriculum of things that require modification.

2017

2001 No Child Left Behind Act enacted. Educational reform that focused more on academic achievement of students and the qualifications of their teachers. (Christina Delgado, 2019)

2004 The IDEA Improvement act was passed. Aligned IDEA with the No Child Left Behind Act, Changes to school discipline due process and evaluation of students with disabilities, it also modified the IEP process. (Christina Delgado, 2019)

2007 Winkelman V. Parma City School District Parental Rights, ability for parents to represent their children in IDEA court cases, expanded parental involvement (Gargiulo et al., 2021)

2008 Americans With Disabilities Act Amendment was enacted, individuals with disabilities were offered greater protections and expanded statutory interpretation of a disability.

2009 American Recovery and Reinvestment Act Signed by President Obama this act promised funding the individuals with disabilities education act.

2010

2010 Rosa’s law was enacted. Removal of the words mental retardation and mentally retarded from federal health, education, and labor statues. Changed the preferred term to intellectual disability. (Gargiulo et al., 2021)

2011 IDEA Reauthorized Students with disabilities must be included on assessments state and district wide. IEP teams now are to include regular education teachers. (Gargiulo et al., 2021)

2017

2017 Endrew F. V. Douglass County School District. A child was pulled out of public school because it was believed by his parents the child wasn’t getting sufficient academic and social progress through the IEP. The parents asked for a tuition reimbursement in which the school refused. Supreme court ruled in favor of the parents stating, “an IEP must be “appropriately ambitious”, every student must be given the opportunity to meet challenging objectives”
