Where do we enforce the penalty?

Half the Distance

  • Penalty enforced half the distance when inside the 20 yard line (10 yard penalties) and inside the 10 yard line (5 yard penalties)

Multiple Fouls

  • Only enforce one foul if the same team commits two penalties on the same play

  • Two live ball penalties against each team (offsetting, replay the down)

Defense

  • Captain's Meeting
  • Coin toss (avoid having a team select defense)
  • Two 20 minute halves (running time)
  • Stops in the last minute of each half (college/high school timing) (team up 25 points, clock runs)
  • 1 timeout per half, does not carry over
  • Scoring
  • Touchdown = 6 pts
  • Extra Point = 1 pt from 6 yd line, 2 pts from 12 yd line
  • Safety = 2 pts (ball becomes dead in own endzone)
  • Overtime
  • 2 plays from midfield - team gaining most yards or scoring the most wins (goes for point after)
  • 8 players on the field (minimum of 6)
  • A male player may not run the ball across the line of scrimmage
  • On a running play, penalty is illegal procedure
  • On a loose ball play, penalty is illegal forward pass
  • Open/Closed Plays
  • There can't be two consecutive completions from a male player to another male player
  • Rule also applies to tries after the score
  • Penalty - Illegal forward pass (5 yds, loss of down)
  • To Open the Play: must be passed by a female or completed to a female beyond the line of scrimmage
  • A female run play IS LEGAL, BUT does not open play
  • To Close the Play: any play from a male to another male resulting in positive yards beyond the line of scrimmage
  • Illegal in flag football to shield/guard/interfere with a defender from pulling ones flags
  • Swinging the hand, arm, ball over the belt
  • Lowering/dipping the shoulders or arm to impede a defender
  • Another teammate running alongside the ball carrier
  • ONLY FLAG GUARDING WHEN A DEFENDER IS ATTEMPTING TO PULL THE FLAGS
  • Recommend that ball carriers run with the ball out and extended
  • Officiate result, not intent
  • Rushing the quarterback
  • Anyone rushing the quarterback must be 7 yards from the LOS at time of snap
  • Marked by defensive rush cone
  • Players not rushing the quarterback can start closer
  • When an exchange of the ball happens on offense the rush line is nullified
  • Defenders cannot initiate contact with offensive players
  • Cannot run into blockers, bump & run coverage, etc
  • Roughing the passer occurs when a defender contacts the quarterbacks arm/upper body during the process of the throw

Offense

Gameplay

  • All possessions begin at 5 yard line
  • Exception: a possession following an interception
  • 4 plays to cross midfield and another 4 plays to score
  • Failure to do so is a turnover on downs
  • 30 seconds to snap the ball after the ready for play whistle
  • There are NO Fumbles, play is dead when a live ball hits the ground
  • The QB CANNOT run to advance the ball/cross LOS
  • Legal exchange = direct hand off, only one forward pass per snap (from behind LOS)
  • If legal backward exchange happens behind LOS, then forward pass is still allowed
  • All players are eligible for a pass, including the QB, if a legal exchange has occurred
  • Ball carriers CANNOT dive, hurdle or flag guard

Blow your whistle to stop the play when...

  • A receiver must have one foot in bounds
  • Players that run OOB during a play aren't eligible to come back in and be the first to touch a passed ball
  • Successful catch is deemed when receiver has possession, feet have touched the ground and one step has been taken
  • Simultaneous possession on a catch goes to offense
  • Progress is marked WHERE THE BALL IS at the time of the play becoming dead
  • Ball carrier's flag is pulled off belt
  • Ball carrier's flag falls off
  • Ball carrier steps out of bounds
  • Ball carrier knee, hand, elbow touches the ground
  • Receiver catches a ball with detached flags
  • Joint possession of the ball (offense retains)
  • Touchdown, XP or safety
  • Ball touches the ground (no fumbles)
  • Forward pass hits the ground (incomplete)
  • Interception

No Run Zone

Pre-Snap

  • Located 5 yards from mid-field and end zones
  • A runner cannot break the LOS, prior to a pass
  • LOS on the No Run Zone line is a No Run Zone play

Blocking

  • No minimum number of players required at the line
  • Ball snapped between the legs or to side on all plays (ball on ground to start)
  • Only one player is allowed in motion at the time snap (cannot be moving toward the line)
  • If more than one player is in motion, they must set for at least one second
  • Offensive team has 30 seconds to snap the ball from the ready for play whistle
  • Screen blocking is allowed - like setting a pick in basketball
  • Arms straight down at sides, or crossed in front or back
  • Do not extend arms, elbows or legs to the sides
  • Provide the defender at least one step to avoid the block

Must be announced before every play. Not just Head Refs responsibility

  • Always carries over after score to point-after try "PAT" (a male-male TD = Closed PAT)

Touchdown Values

  • Female scores a touchdown running or receiving = 9 points
  • Female throws a touchdown to a male or female = 9 points
  • Male receives a touchdown pass from a male = 6 points
