DCTV has the resources to air live programs. This is a resource that has to be negotiated with the Production Department.

What does DCTV's freedom of speech platform mean to me?

Producers at DCTV are First Amendment speakers using public resources to produce programming. Consequently, they accept responsibility for their freedom of expression and agree to exercise it within the laws of the United States and the District of Columbia.

Are there any content restrictions?

Programs may not contain any material that is obscene, constitutes libel, slander,

or is an invasion of privacy rights, or a violation of a copyright, or otherwise violates the

laws of the United States or the District of Columbia.

Producers must follow FCC guidelines as it relates to pornography and violence.

What type of certifications do we offer at DCTV?

Can I sponsor a program?

Yes, you can sponsor a program. Your name must be listed as the producer or time slot sponsor in the final credits.

Tell me about a single and a series.

A single is one show.

A series is a set of original programs, bound together by a shared theme, that is uniform in length (either a 28-minute of 58-minute platform) and telecast in periodic installments.

When submitting a series, you must have a consultation with the Programming Director.

When can I start submitting programs?

You can start submitting programs tomorrow. You must complete and submit a Program Submission Form online.

All content created with DCTV facilities and equipment including the use of Creative Services must have a DCTV credit.

How long after I submit my program will it air?

If you submit your show by the 1st of the month, it will air in the following month.

For Example: If you submit your content by July 1st, your content will air in August.

(Unless your program is time-sensitive or live)

What steps do I have to take to submit my program?

1st: Export your content (one show per DVD) with 10 seconds of black at the beginning and end.

2nd: Complete a Program Submission Form online

3rd: Submit the appropriate submission form online

If you submit a DVD, it must be labeled with:

tag line, if needed

program or series title

subtitle, if applicable

episode number

executive producer’s legal identity

Public Access Corporation of DC (if produced with DCTV facilities)

production dates

  • Requests for equipment or facilities by approximately certified producers needed for any project must be submitted through the online program proposal after consultation with staff.

End

  • Producers are strongly urged to produce at least 10 minutes of programming annually for telecasting on DCTV's channels.
  • Producers negotiate a timeline for their projects with DCTV staff and a target date for submitting programming.

The final credit must read:

This program was produced with the facilities and services of the Public Access Corporation of DC.

If DCTV facilities or equipment are NOT used to create content, no credit is necessary. This includes encoding services.

  • The Program Proposal must be approved and signed by one of the Production staff members.

Cancellation of reservations by producers is required to avoid penalties. Please refer to page 16 for a complete schedule.

What is encoding? How much does it cost?

Encoding is the process of manually putting your content on our servers here at DCTV. Encoding training is $20.

Encoding costs $35 (residents) / $45 (non-residents) per DVD if you are mailing in your DVDs or if you are unable to encode yourself.

DCTV reserves the right to refuse services on a temporary or permanent basis or otherwise initiate suspensions of services, disciplinary actions, sanctions or other legal action against individuals interfering with or jeopardizing DCTV's operations.

Brooks Mansion is a historical landmark, adapted and equipped by DCTV for use as the public's telecommunications center. Members and their guests are expected to treat one another with respect and to help the staff protect the mansion and its equipment from defacement, abuse and vandalism.

All visitors, members, producers, and their guests are required to maintain a professional, civil demeanor in all interactions with DCTV staff and others using the facilities.

Brief Overview

  • A serious violation of the rules will result in the permanent revocation of all member privileges at DCTV.

  • A major violation of the rules may result in the immediate suspension of all member privileges with DCTV for 90 days (first offense) or 180 days (second offense).

  • A minor violation of the rules will result in up to three verbal warnings and two written citations from the VP of Operations.

Can I choose the time my program will air?

Your program will air based on air time availability and it will air in its appropriate block (Youth, Public Affairs, Health, Entertainment, International, Enrichment and Sports).

Who owns my program?

You own your program. DCTV holds no responsibility for the content that you submit.

Statement of Compliance-pg 32.

The Statement of Compliance is an agreement between producers&DCTV of fundamental importance. In signing it, each producer agrees to abide by the policies, rules and procedures.

  • Programs comply with law
  • You're responsible for content - obtain music and image licenses
  • DCTV is not responsible for your breach of any contracts
  • You are not an employee of DCTV
  • You will pay damages for any equipment/facilities
  • You will not use DCTV for personal use or monetary gain
  • Programs where DCTV equipment/facilities are used must first air on DCTV

  • Members who have successfully completed DCTV 101 may executive produce programs in Studios A and B as long as they retain certified studio staff for their projects.

  • DCTV studios are equipped for LIVE broadcast.

  • There is a nominal fee to use DCTV studios.

  • Sign-up for courses by logging into your DCTV profile at dctv.org.
  • All DCTV equipment and the facilities must be used to create programs for telecasting on public access channels first.

DCTV Studio A

  • Taking courses gives you greater access to equipment/facilities.
  • The solicitation, advertising, bartering, and the promotion of commercial products, or services is considered commercial activity.

  • Programs must not promote the sale of tickets or conduct any lottery, raffle, contest or game involving prizes awarded in whole or in part by chance.

  • Use of public access facilities or channels for commercial purposes is a serious violation of the rules and will result in permanent suspension of all member privileges.

  • Use of equipment and facilities is scheduled by an appointment for members on a first-come first-served basis. District residents are given priority.

DCTV 101

  • Producers will reimburse DCTV for the cost of repairing and/or replacing damaged equipment or facilities.
