DCTV has the resources to air live programs. This is a resource that has to be negotiated with the Production Department.
What does DCTV's freedom of speech platform mean to me?
Producers at DCTV are First Amendment speakers using public resources to produce programming. Consequently, they accept responsibility for their freedom of expression and agree to exercise it within the laws of the United States and the District of Columbia.
Are there any content restrictions?
Programs may not contain any material that is obscene, constitutes libel, slander,
or is an invasion of privacy rights, or a violation of a copyright, or otherwise violates the
laws of the United States or the District of Columbia.
Producers must follow FCC guidelines as it relates to pornography and violence.
Can I sponsor a program?
Yes, you can sponsor a program. Your name must be listed as the producer or time slot sponsor in the final credits.
Tell me about a single and a series.
A single is one show.
A series is a set of original programs, bound together by a shared theme, that is uniform in length (either a 28-minute of 58-minute platform) and telecast in periodic installments.
When submitting a series, you must have a consultation with the Programming Director.
When can I start submitting programs?
You can start submitting programs tomorrow. You must complete and submit a Program Submission Form online.
The formatting for program submissions:
Direct upload through FTP
Direct transfer from DVD
Direct transfer from DVCam
All content created with DCTV facilities and equipment including the use of Creative Services must have a DCTV credit.
Equipment & Facilities
How long after I submit my program will it air?
If you submit your show by the 1st of the month, it will air in the following month.
For Example: If you submit your content by July 1st, your content will air in August.
(Unless your program is time-sensitive or live)
What steps do I have to take to submit my program?
1st: Export your content (one show per DVD) with 10 seconds of black at the beginning and end.
2nd: Complete a Program Submission Form online
3rd: Submit the appropriate submission form online
If you submit a DVD, it must be labeled with:
tag line, if needed
program or series title
subtitle, if applicable
episode number
executive producer’s legal identity
Public Access Corporation of DC (if produced with DCTV facilities)
production dates
End
The final credit must read:
This program was produced with the facilities and services of the Public Access Corporation of DC.
If DCTV facilities or equipment are NOT used to create content, no credit is necessary. This includes encoding services.
Cancellation of reservations by producers is required to avoid penalties. Please refer to page 16 for a complete schedule.
What is encoding? How much does it cost?
Encoding is the process of manually putting your content on our servers here at DCTV. Encoding training is $20.
Encoding costs $35 (residents) / $45 (non-residents) per DVD if you are mailing in your DVDs or if you are unable to encode yourself.

Your program will air based on air time availability and it will air in its appropriate block (Youth, Public Affairs, Health, Entertainment, International, Enrichment and Sports).
Who owns my program?
You own your program. DCTV holds no responsibility for the content that you submit.
