History
In a functioning society, the liberties of an individual person are weighed against the safety and security of a larger group. Often in situations in which the citizens or members of the group believe they are being granted more safety, they will compromise their own rights for the benefit of the group.
Things like emotion, intuition, history, and human sciences all shape how willing members of society will be to give up rights for the safety of others.
