"Batman is the hero Gotham deserves but not the one it needs right now"
Batman does things in the shadows but he is not burdened down by the law. He is able to do things without a judges permission. Batman can do things Harvey can not. He does not have a face he has to protect. He is able to do what is necessary without the consequences.

Harvey is able to put criminals behind bars, he can be a hero that is in the light. but he is not able to handle what comes with the job. he fails to be what Gotham needs. Batman works in the shadows, unseen. He can take the media's punishment but lives on to protect Gotham.
Batman is the hero Gotham really needs. One who will not fail. Even if he is knocked down he gets back up.
The white knight gives more power to the people in dealing with how to fix their problems, whereas batman does it himself.
Perhaps Gotham needs both the White Knight and the Dark Knight

This idea is more popular and what the people want but it is shown that Batman's vigilante idea is the sort of justice the people of Gotham really need.
The balance between Bruce and Batman is swayed.
The problem with this system is that people are corrupt and sometimes cannot properly serve justice. This is shown how Harvey becomes corrupt.
Society rejects Batman when Harvey becomes District Attorney

He takes upon the role of being Gotham's protector. He deals his version of justice that he believes is correct. Even if society doesn't agree with what he does, its revealed that this is what they need.
Takes on responsibility of protecting Gotham
Gives life for city
