The 28th amendment to the Constitution of the United States of America regards the act of a bi-annual purge. The purge will allow people to release anger and aggression and lower the crime rate. Therefore creating a safer place
The bi-annual purge will begin every odd numbered year on March 20th, it officially begins at 6 P.M. and shall continue through the following morning of March 21th at 6 A.M.
If a person was to disagree with the rules of the Purge then they will be hanged.
During the purge, any and all crimes are considered legal for 12 hours. All federal services including hospitals, police stations, and government offices will be closed until the end of the Purge.
All government officials such as congressman and cabinet members are immune to the purge, and may not be harmed. Also, the creators of the Purge, Cody Katari and Alan Bary, have been granted full immunity.

This amendment is necessary for the good of the country. In a Utilitarian point of view this is good strategic amendment to add because it lowers the over all crime rate. If all crime is legal for twelve hours out of every two years, people will get all of their rage out on that night and be able to hold off on committing crimes.
This amendment not only exercises government authority, but enforces it. By giving the people absolute freedom for even a short time, they learn to revere the government and how it functions.
This purge does protect life, liberty, and property for the other 729 days in between purges. America will be a generally safe place that is crime free.
