After the budget proposal has been approved by the HOPE and/other oversight bodies, the PE's budget office shall furnish a copy of the PE's budget proposal, as well as the corresponding PPMPs, to the BAC Secretariat for its review and consolidation into the proposed APP.

The proposed APP shall be consistent with the PE's budget proposal.

Sec. 7.3.4, IRR

Procurement Planning should start not later than when the budget was being prepared for the succeeding budget period;

The end-user units of the PE shall prepare their respective Project Procurement Management Plan (PPMP) for the different programs, activities, and projects (PAPs);

The different PPMPs shall then be submitted to the PE's Budget Office which shall evaluate the same for inclusion in the budget proposal for the succeeding year for approval by the HOPE.

The APP shall contain the following information:

1. Name of the project/procurement;

2. Project management office/end-user unit;

3. General description of the project/procurement;

4. Procurement methods to be adopted;

5. Time schedule for: a) advertisement/posting,

b) submission and receipt/opening of bids,

c) contract award, d) contract signing;

6. Source of funds; and

7. Approved Budget for the Contract.

Sec. 7.2, IRR

Section 7, Article II, R.A. 9184

To ensure implementation of projects within the work targets pending approval of the GAA, the cost of the projects to be indicated in the ABC shall be based on the budget levels provided in the NEP submitted to Congress;

• For line item projects with specific appropriations, the agencies shall use as basis the amount provided in the NEP;

• For lump-sum appropriations or CMIs under the agency budget, the head of agency shall identify the IUs and allocation for each unit, which shall be the basis of the ABC of each unit as a PE.

Pending receipt of allotment (and/or approval of the GAA under GAARD), the PE shall proceed in conducting the procurement processes, starting from procurement planning up to the conduct of the bidding;

Prior to the awarding of contract, the PE's budget office should have prepared the Obligation Request as basis of the accounting unit in certifying that funds are available.

No contract shall be entered into unless the proper accounting official of the PE has certified as to the availability of funds and the allotment to which the expenditure or obligation may be entered into;

As soon as the GAA is approved, the end-user units shall revise and adjust the PPMP to reflect the budgetary allocation for their respective PAPs;

The revised PPMPs shall be submitted to the BAC, through its Secretariat, for the finalization of the modes of procurement under the proposed APP;

The APP shall then be approved by the HOPE or 2nd-ranking official designated by the HOPE.

Updating of the individual PPMPs and the consolidated APP for each PE shall be undertaken every six (6) months or as often as may be required by the HOPE;

Updating of the PPMPs shall be the responsibility of the respective end-user units of the PEs;
