These animals are being portrayed as clowns to prove a point among animal activists. The message here is that these animals need better treatment and do not belong in a circus, because they are mistreated there. Also, they deserve to be treated with respect for themselves and need to be in the wild not used by humans as a joke or funny event in someone's entertainment world. The clown face is to portray the ridiculousness of having them in the circus, and to portray the humiliation factor that people feel and projecting this on to the animals involved.
This video is another form of the same kind of advertisement but used to add the shock and horror of the treatment of animals plus the celebrity status of Wilmer Valderama to add the anger and to get people more involved because it is "worthy" of their time. The point here is to influence people by saying that this celebrity is involved and is concerned, therefore, you should too.
