What is soft power?
Soft power is the ability to get what you want through attraction rather than coercion or payment (Nye, 1990)
Sources of soft power
Sources of soft power are identified as three intangible resources:
1. Its culture (in places where it is attractive to others).
2. Its political values (when it lives up to them at home and abroad).
3. Its foreign policies (when others see them as legitimate and having moral authority).

- Global Times-"China Dream" in new President Xi Jinping's maiden speech would unite the country's seemingly fragmented society amid increasing scepticism and disillusionment among some members of the public.
Culture:
- Confucian culture (social harmony, ritual, filial, piety, and compassionate) has a huge impact on the Ease Asia (Nye, 2012).
- Chinese studies; HSK (Chinese proficiency test); Confucius Institutes (Lo & Pan, 2014).
- USA today- the propaganda blitz feels familiar as the bureaucracy "defaults into what has worked before." But the China Dream boasts new elements, It's part of a general rethink about how the party is going to supervise a more outspoken and dynamic society," . "There's not a lot of traction for slogans anymore, so there has to be a strategy that reaches out to people."

Political Values
Power is the ability of A to get B to do something he would otherwise not do (Dahl, 1957).
Power is the ability to influence the behaviors of others in order to get the outcome one wants (Nye, 1990).

- CNN- Mr Xi's "China dream" will not turn into another "daydream" with no progress on political reform, worsening bureaucracy and corruption, acute social conflicts and "public grievances ready to erupt like a volcano".

How to realize?
- the Chinese dream is to realize the great rejuvenation of the Chinese nation, whereas the American dream is to realize personal success;
- the Chinese dream depends on the Chinese themselves, whereas the American dream requires the resources of other countries;
- the Chinese dream is about the harmonious happiness of the masses, whereas the American dream is about the freedom and enjoyment of each individual.

Limits of Chinese 'soft power'
- In 2006, the modern naval expansion into the Indian Ocean has created suspicions of Chinese naval ambitions, which has let to the climate of mistrust.
- After the Olympics, human rights activists and domestic political censorship undercut the soft power.
- Although China has attractive culture and great resources, it is not strong in marketing the cultural products.
The importance of soft power
In January 2014, Xi JinPing gave a speech vowing to enhance China’s soft power and cultural diplomacy to promote a favorable image of the country abroad, because:
- It could help to achieve 'China Dream'.
- It could help to recapture Chinese cultural influence.
- It will decide whether China could be a world power.
Xi noted that the publicity and interpretation of Chinese dream ought to be integrated with cultural soft power.
