c. Ensure the availability of ComPack medicines and comply with the requirements set by the DOH and partner hospitals;

d. Ensure that medicines delivered shall be in accordance with the Essential Drug List, the PNDF Volume I, current edition and the Philippine National Formulary for Primary Healthcare Facilities, Volume I, current edition;

e. Ensure that medicines procured are safe and of quality in accordance with the protocols of FDA on Good Manufacturing Practice and Product Registration;

f. Observe strictly the proper handling and storage of the medicines in accordance with specific temperature and container requirements, among others

PITC PHARMA INC. (PPI)

a. Procure DOH ComPack medicines at the most reasonable cost. Prices shall not exceed the Drug Price Reference Index current edition;

b. Notify the Pharmaceutical Division and Logistics and Management Division (LMD) point person on the arrival of said medicine at the contracted Service Provider warehouse at least one (1) week prior to the expected date and on the succeeding days thereafter until the actual date of delivery;

j) In the event of an Adverse Drug Reaction brought by medicines DOH ComPack, access sites shall duly accomplish the prescribed FDA process of reporting copy furnished Pharmaceutical Division; (Annex G)

k) All ComPack medicines utilized/dispensed shall be properly recorded to the National Stocks Inventory and Reporting System.

g) Any loss, damage or breakage of the ComPack medicines shall be properly recorded and reported to the Pharmaceutical Division through a submission of an incident report;

h) Access sites shall submit Patient/Beneficiary List, Utilization/Stock Inventory Report and Stock Transfer Form to Pharmaceutical Division as prescribed.

i) Establish a networking system with other Access sites for the possible transfer of stocks to address over and under stocking

of medicines under this MAP; (Annex C)

d) Submit on a timely basis the Requisition and Issuance Slip (RIS) to the Pharmaceutical Division to facilitate its procurement.

e) Determine appropriate safety stocks or buffer stocks for all DOH ComPack medicines to have uninterrupted access to essential medicines.

f) Accept the delivery of the contracted DOH Service Provider. Any deviation from the Invoice Receipt Property (IRP) and Bill of Lading (BL) over the

actual number delivered shall be reported to the Pharmaceutical

Division;

DOH RETAINED AND SPECIALTY HOSPITAL

a) Develop a hospital policy for DOH ComPack including the system for dispensing and recording both in and out patient to facilitate proper implementation;

b) Devise, recommend, and continuously improve the coordination mechanism to ensure that the medicines are accessible to all the beneficiaries;

c) Observe strictly the proper handling and storage of the medicines in accordance with specific temperature and container requirements, among others;

b) Collect and Consolidate Utilization/Stocks Inventory Report and Patient Registry and submit the encoded data to the Pharmaceutical Division quarterly. All signed hard copies shall be submitted via courier bi-annually;

c) Shall facilitate the transfer of stocks using the Stock Transfer Form to avoid overstocking and expiration of medicines;

d) Support the Pharmaceutical Division in information dissemination/awareness campaign of the program.

DOH REGIONAL OFFICE

a) NCPAM-hired Pharmacists in the Regional Offices shall monitor and evaluate the implementation of the program in the DOH Retained and Specialty Hospitals under their responsibility using the tool provided by the Pharmaceutical Division;

c) Monitor and manage the overall implementation of the program;

d) Evaluate the Quarterly Report of Stocks/Inventory;

e) Conduct semi-annual field monitoring and evaluation to address technical issues encountered during the implementation of the program.

DOH-Office for Health Regulations (Pharmaceutical Division)

a) Obligate funds to finance the Purchase Orders(s) based on the available allotment and Notice of Cash Allocation to PPI subject to the usual accounting and auditing rules and regulations;

b) Coordinate inspection by the DOH inspection team upon delivery of ComPack medicines to the warehouse and shall be distributed by the contracted service provider to participating hospitals within its jurisdiction not more than three (3) months upon delivery;

Complete Treatment Pack Program

The Medicines Access Program (MAP) shall be under the direct supervision and control of the DOH Assistant Secretary for the Office for Health Regulations Cluster with the Pharmaceutical Division as the operational unit that shall provide the overall direction and administration of this Program. All communications concerning the Program shall be addressed to the Pharmaceutical Division.

OBJECTIVES

The main objective of the DOH ComPack is to increase patients’ access to quality essential medicines, taking into consideration rational drug use and availability up to the grassroots level. Hence, this MAP will improve primary health care in the poorest communities by addressing the needs of the population for essential medicines as part of primary and secondary prevention especially for chronic non-communicable diseases.
