2 But Abram said, “O Lord GOD, what will you give me, for I continue childless, and the heir of my house is Eliezer of Damascus?” 3 And Abram said, “You have given me no offspring, and so a slave born in my house is to be my heir.” 4 But the word of the LORD came to him, “This man shall not be your heir; no one but your very own issue shall be your heir.” 5 He brought him outside and said, “Look toward heaven and count the stars, if you are able to count them.” Then he said to him, “So shall your descendants be.” 6 And he believed the LORD; and the LORD reckoned it to him as righteousness.

The purpose was to make him the ancestor of all who believe without being circumcised and who thus have righteousness reckoned to them and likewise the ancestor of the circumcised.

Isaac prayed to the LORD for his wife, because she was barren; and the LORD granted his prayer, and his wife Rebekah conceived. 22 The children struggled together within her; and she said, “If it is to be this way, why do I live?” So she went to inquire of the LORD. 23 And the LORD said to her,

Should Israel be held responsible?

Not all Israel is true Israel

It is not as though the word of God had failed. For not all Israelites truly belong to Israel, 7 and not all of Abraham’s children are his true descendants; but “It is through Isaac that descendants shall be named for you.” [Romans 9:6-7 < Genesis 21:12]

But how are they to call on one in whom they have not believed? And how are they to believe in one of whom they have never heard? And how are they to hear without someone to proclaim him? And how are they to proclaim him unless they are sent? [Romans 10:14-15]

It is not as though the word of God had failed. For not all Israelites truly belong to Israel, 7 and not all of Abraham’s children are his true descendants; but “It is through Isaac that descendants shall be named for you.” 8 This means that it is not the children of the flesh who are the children of God, but the children of the promise are counted as descendants. 9 For this is what the promise said, “About this time I will return and Sarah shall have a son.” 10 Nor is that all; something similar happened to Rebecca when she had conceived children by one husband, our ancestor Isaac. 11 Even before they had been born or had done anything good or bad (so that God’s purpose of election might continue, 12 not by works but by his call) she was told, “The elder shall serve the younger.” - Romans 9:6-12
