- Union was also officially approved by Queen Victoria

Quebec Conference (October 1864)

- John A. Macdonald of Upper Canada (Ontario) wanted a legislative union (all important decisions should be made by a single and central government)
- The Maritime delegates agreed with centralization
- Lower Canada (Quebec) insisted on control over language, religion and civil law
- A compromise was made - a federal system, in which each province would have its own legislature, and powers were divided between the federal and provincial governments
Charlottetown Conference (September 1864)
- Originally were going to discuss Maritime Union
- Upper and Lower Canada asked to attend the meeting

Early Life and Family
- William was educated at Kinderhook Academy
- Settled in Cooksville, Upper Canada
- He operated Lambton Mills and later a grocery store in Toronto
- In 1857, Howland became a Member of the Legislative Assembly of the Province of Canada
- Married Susannah Julia on November 21st, 1865
- She was born in London, England May 1st, 1830
- Officially became Canadian citizen in 1841
