This is the stage when the radicals are kicked out of government, often killed. Also, when religion and status quo are re-instated, the people begin to slowly calm down. During this stage, the government is often run by an aristocrat, there is also immense nationalism. In the French Revolution, this is the time of Napolean's power. During this time, Napolean attempts to conquer most of Europe, and exceeds to an extent, before becoming greedy and using the French military for personal gain. Resulting in him being exiled to a small island. Lastly, the government was neither a democracy nor a republic, and the people with power were generally those with land.
In this stage, the government is generally in control of the moderates, the people want some change but excessive amount. Generally, this stage consists of economical dismay, protests increase in number and the radicals start to fight out, wanting more than peaceful improvements, they want revenge. This can be see in the French Revolution when the radicals, called the Jacobins, wanted a republic, instead of a constitutional monarchy. Also, France was at war with Austria and Prussia, contributing to its debt. Lastly, this is the stage where King Louis XVI was executed for treason.
This is the stage where the radicals are in control. As a result of this, there is generally domestic and foreign war, order is maintained through violence and the philosophy is attempted to be spread to other monarchies. This is known as the Reign of Terror in the French Revolution, because many many people were killed by the guillotine. One of the main powers of this radical stage was Robespierre, a man who believe whoever was not fighting with him, were fighting against him, and should be killed. Eventually, Robespierre himself was killed via guillotine. Lastly, this radical government attempted to rid of all aristocratic aspect of life
Many governments, in this stage, have a weak economy. Also, there is conflict between different classes, leading to people wanting privileges that generally are associated with more money. Additionally, there is an absolute power, that is losing there power over the people, not keeping up with the changes wanted by the people. These actions generally result in a revolt of the citizens. These general notions can be seen in the first stages of the French Revolution. For example, when the economy was extremely weak due to inflation, leading to the king putting higher taxes on the lower class because the wealthy refused to pay taxes. Also, when the estates general met and the lower class was very poorly represented, they left and formed the National Assembly. Lastly, this can be seen in the French Revolution when the French people stormed the Bastille to free prisoners, but mainly to get guns, as a result of the soldiers King Louis XVI to prevent revolts.
