  • Believed people are reasonable and moral
  • Best type of government has limited power
  • The government has an obligation to its people
  • Natural rights -- life, liberty, property

Hobbes

  • Believed people are evil and greedy
  • We need a strong government to maintain order
  • Social contract -- an agreement where people gave up their freedom for an organized society.
