Sioux hunting ground in the Bighorn Mountains was being invaded by settlers because of the Bozeman trail. The Sioux chief Red Cloud, asked the US government to stop sending settlers to settle the Bozeman trail. Fort Phil Kearney , which was along the Bozeman trail was one of the targets of native american harassment. Native Americans raided the Fort's horse herds, and harassed the wood cutters.

The massacre occurred near Fort Phillip Kearney.
In 1866 the Sioux led by Crazy horse ambushed Captain Fetterman and his company at Lodge Trail Ridge on the Bozeman Trail. Over 80 soldiers perished.

After the "Fetterman Masacre" skirmishes continued to break out until the Government closed the Bozeman trail to Settlers. After the Treaty of Fort Laramie, in which the sioux were forced on to a reservation, The relationship between the government and the Sioux cooled down temporarily.
"Give me 80 men and I can ride through the whole Sioux Nation."
He did not in fact "ride through the whole Sioux nation" as he claimed he could. His party was ambushed by the Lakota Warror Crazy Horse. He perished along with 80 soldiers at Lodge trail ridge on their way to escort woodcutters back to the fort.
