  • Must guarantee integrity to racial and linguistic minorities

Consequences

  • Although territorial changes had a huge impact, not intended as punishment
  • Part of the creation of multiple independent states
  • Land was taken from Austria to create Poland and CZ
  • One consequence was that 3 million German speakers found themselves in the Sudetenland in Czechoslovakia
  • The Treaty of St. Germain ended any claim Austria had to be a great European power

  • Austria objected to the treaty mainly because the principle of self-determination was not applied to Austria itself

  • However, Austrians had no choice but to accept the terms

  • Allies hope new nations will adopt democracy and that this treaty will prevent further conflicts or the spread of communism

  • Agreeing on a government and politics were difficult as when the borders were set up, the small cultural groups were not taken into consideration

Treaty of St. Germain

  • Submitted to the Austrians on July 20, 1919

  • Not signed until September 10, 1919

  • Took place at the Château-de-Saint-Germain-en-Laye

  • Allies felt Austria should be punished in the same way as the other defeated powers

  • Contained the Covenant of the League of Nations, and was therefore not ratified by the US

Terms

  • Austria acknowledged the break up and separation of the old empire and the independence of Czechoslovakia
  • Forbidden to unite with other countries without League of Nations approval
  • Therefore, Anschluss could never take place
  • Needed to pay reparations but were never able to pay them due to their loss of land, industry, and the collapse of the Bank of Vienna in 1922
