Reason
This act was put in effect to prohibit dumping wastes into the oceans. the law also does research on the amount of waste, and compares it to previous years. It has 2 main goals: to regulate ocean dumping, and to do research on it. The MPRSA prohibits all dumping unless there is a permit. All medical waste is not allowed to be dumped.
