The Regulators were a group of small farmers and locals who wanted to get rid of all of the outlaws and theives that were plaguing most of the backcountry
What they did was to go around and establish law and order in an area and leave behind a system to keep the town in order.
In 1768 order was restored with the Circut Court Act of 1769. The Circut Court Act of 1769 provided the Backcountry with six court districts to handle justice wherever in the Backcountry. With this act in place the Regulators disbanded.
The farmers would get rid of the outlaws and set up a court to solve all later disputes.
