Open questions seek to draw out longer answers. Give enough time for a proper responce to be formulated and inner courage to be bolstered sufficient to speak ones mind.
Avoid interpreting a pause as, "I don't have a comment." thus plowing on with the conversation under false impressions or understandings.
A misplaced closed question, can stall a fluid conversation and lead to awkward silence. Therefore, avoid closed questions when a conversation is in full motion.
