He served for 2 terms from 1933-1937. As commissioner, he used the news paper to give advice to farmers and to talk about his political views. During his time as the commissioner of agriculture, he developed a reputation of being a corrupt man who disregarded basic morals and did what he wanted when he wanted to do it. At one point he was accused of stealing $20,000 to raise the price of hogs, but when they tried to take him to court, the Georgia state attorney general, it was rejected. He may not have been a good person, but he has the support of Georgia behind him.
At first he liked FDR and the New Deal because it helped get the citizens out of the depression, but soon after he started to despise it because he thought it contradicted Georgia's "way of life". Later on he started calling FDR a socialist.
In 1934 he won reelection. In his first two term she was a good governor and accomplished many things. When public service refused to order utility rates, he did so by executive decision. He appointed three members to the board. When the state treasurer and comptroller general refused to cooperate he had them physically removed form their offices in the stat capitol.

During his third term as governor he forced the University System of Board Regents to remove two faculty members claiming they were undermining the stated racial status quo.In response, the Southern Association of Colleges and school withdrew the stated white colleges. Later on, Ellis Arnall promised to restore the accreditation.
He was a known white supremacist and encouraged the segregation o schools so that white and blacks would be separate. He was also an admitted flogger and racial demagogue who had a Klan ridden agenda.
