Books and leaflets were all censored which stopped people being influenced my socialist and liberal ideas.
No one would speak out about the Tsar in fear of speaking to someone who was in the Okhrana in case they were fined or executed
This meant if the Okhrana was looking for you if you had done anything to disrespect the Tsar you would be easy to find and they had the power to exile you (send you away without warning), this scared people into respecting the Tsar.

They worked to find people who may be plotting against the Tsar/putting him in danger and they could punish or kill suspects which stopped any unrest from fear of death.
Russia was very religious and the people believed anything a priest said and they were told that the Tsar was appointed by God and this stopped people questioning or disliking him.
