What happens if the bill gets signed by the President?

  • It becomes law.

Committee Takes Action

  • Next, The Full committee will either amend or rewrite the bill, and before deciding whether to send it to the House Floor to see whether it will recommend its approval, or to kill it. If the bill is approved, then it will be reported to the full House and placed onto the calendar.

Committee Still Taking Action

  • Finally, The Rules Committee will then issues a rule governing debate on the House Floor and sends the bill to the full House.

Floor Action

  • At this time, The bill will now be debated by both the House and the Senate. The amendments are now offered, and a vote has been taken. Now, if the bill passes in a different version from the passed in the Senate, then it is sent to the Conference Committee.

  • First, a bill is introduced by either The House or The Senate by a member and is assigned to a committee, which usually refers it to a subcommittee.

  • This is when the President can either signs or vetoes the bill. Congress has the power to override a vetoby a 2/3 vote in both the House and Senate.
  • Now, The Conference Committee is composed of members of both The House and Senate meet to make out the differences between the bills. The compromise bill is returned to both the House and Senate for a vote.
  • Second, the subcommittee perform studies, hold hearings, and make revisions. If approved, the bill will, then go to a full committee.
