According to DENR Secretary Ramon J.P. Paje, multiple improvements have already been

achieved in reducing air pollution levels in the country. Based on the semestral trend of total

suspended particulate (TSP), levels in the National Capital Region for 2010 reduced by 29%

from 166 ug/Ncm to 118 ug/Ncm in 2012. For Particulate Matter (PM 10), monitoring results

registered values below the guideline value of 60 ug/Ncm for long term monitoring

With all these being said, the Department of Health (DOH) reported that 60%-70% of all medicine being sold in the market are for bronchitis, asthma, and other respiratory illnesses. There is no doubt that these serious illnesses are drawn from harmful air pollution. And there is no way that we can filter out the air we breathe in daily. 80% of all pollution loads come from vehicular emissions, and thus should be the number one priority in terms of being prevented and controlled by the legislation

Particulate matter

  • forms particulate matter which can be very harmful to our health

Long-term health effects:

chronic respiratory disease, lung cancer, heart disease, and even damage to the brain, nerves, liver, or kidneys

Short-term effects:

irritation to the eyes, nose and throat, and upper respiratory infections such as bronchitis and pneumonia

Acidification

  • create acidic compounds which can cause harm to vegetation and buildings
  • kill trees and harm animals, fish, and other wildlife

Effects of air pollution

Ground-level Ozone

Chemical reactions involving air pollutants create poisonous gas ozone (O3). Gas Ozone can affect people’s health and can damage vegetation types and some animal life too

Eutrophication

  • carries and deposits Nitrogen in some pollutants on rivers and soils
  • affects the nutrients in the soil and water bodies
  • makes conditions for other living organism harmful

Section 46. Violation of Standards for Motor Vehicles. - No motor vehicle shall be registered

with the DOTC unless it meets the emission standards set by the Department as provided in Sec. 21

In addition, the driver and operator of the apprehended vehicle shall undergo a seminar on

pollution control management conducted by the DOTC and shall also suffer the following

penalties:

a) First Offense - a fine not to exceed Two Thousand Pesos (P2,000.00);

b) Second Offense - a fine not less than Two Thousand Pesos (P2,000.00) and not to

exceed Four Thousand Pesos (P4,000.00); and

c) Third offense - one (1) year suspension of the Motor Vehicle Registration (MVR) and

a fine of not less than Four Thousand Pesos (P4,000.00) and not more than Six thousand

pesos (P6,000.00).

Any violation of the provisions of Sec. 21 shall be penalized with a fine not less than

30,000 Pesos or cancellation of license.
