The above mentioned programs that we have been doing for the last 3 years were pilot tested in Region III, VIII and CARAGA and are now being implemented other regions nationwide per my agreement with our Chairman.

2. Adragogical Principles in adult learning – Admittedly, pedagogy applies to child and adolescent learning and is the concern in the undergraduate teacher education. Adult learning, however requires a totally different set of principles. Applied to graduate teacher education, the following four (4) andragogical principles were found effective:

Globalization, though accelerated and magnified by technological development, is by itself an emergent phenomenon. My concluding thought comes from a recollection of a scene in a classic disaster move of a sinking ship. As the Titanic was going down, the waiters in it were still shuffling around arranging the dinner silverware and furniture in the professionalism which was their habit. As the huge ship of university systems in our countries navigates around the icebergs of cataclysmic changes in our societies, my plea is that we do not fritter out time away by re arranging our furniture and concentrate on saving and navigating our ships.

A Sage once said “Whether we are conscious or not, education is the force that will, more than any other, shape the worlds future”. This new millennium has brought many challenging changes by leaps and bounds, most especially in the field of education.

When Benjamin Franklin was given the Outstanding Inventors Award, he said in his acceptance speech, he does not consider himself as an outstanding inventor inspite of the many inventions he has made. He would rather describe himself like a sponge that absorbs ideas from other people. The big difference is that he was able to put good use these ideas.

The challenge is ours, the work too is ours but let us remember, we are not alone to pursuit of what is offered in the world. Together let us all move on and make the difference.

In summary, education now and in the future, should strive to produce people who have all the principles and values that will empower them to be themselves, to design their own destiny, to make their own choices, to safeguard diversity and to live in harmony altogether.

According to Rosita L. Navarro, quality is a degree of excellence or relative goodness, so quality is not excellence per se but refers to the ascending degree of excellence - perhaps low quality, moderate quality, high quality. Even among items or objects with “high quality” one can have higher quality and another one may possess the highest quality. Management is getting things done through the efforts of others.

The great challenge to mankind, who are sharing one globe, critical for its survival and prosperity, is to think and work globally, as we are facing a global world where people are interdependent and where individuals of various origins, societies and cultures are bound to meet, to mix and to compete.

Most significantly, it is not only the Asia pacific region that is breaking out of its shell. We are increasingly aware of an inter-connected world, be it through telecommunications, the world wide web or trade and commerce. The so called economic miracle and increased prosperity in the region made us aware of the spin-offs of growth from other countries. Ironically, the financial crisis also made us aware of the contagion effect other countries would have on our very lives.

It was not my first cruise, but it brought back memories of my fist long boat ride, exactly fifty years ago, on a passenger liner with my father from Manila to France. It was a smaller boat, and slower, needing twenty-eight days to complete the journey. And I remember that, even at time, my ten-year-old mind brought back two lessons I have never forgotten:

The bigger challenge now aside from building ICT awareness among the populace, is the issue of not really the demand for skill but the supply of skills.

It is in this critical period that the government’s education agenda must be aligned with this challenges. Education institutions aside from creating awareness of ICT, must also be encouraged to focus on the potential of technology, in designing and providing education based on the new learning needs of tomorrow’s world citizens.

In the latest Global Competitiveness Index published by the World Economic Forum, the Philippines ranked 87th out of 134 countries. This is considerable drop of 16 places from last year’s 71st rank.

1. Global Perspective – In 1992, two internationally famous surveys of graduate education were conducted: Survey of the Masters Programs in the United States and Survey of the Doctoral Programs in English -speaking countries: Australia, Great Britain, Canada and United States.

It is noteworthy to acknowledge that our Philippine President Gloria Macapagal Arroyo, in her 10-point government agenda declared, all public high schools to, at least have computer laboratories and all state universities and colleges to have internet cafes to have it accessible in the regions. This will enhance communications facilities. It is the universities and colleges that are expected to meet this challenge head on.

During my first year I had to orient myself with the situation in each of my SUCs, made some situational analysis as I did campus visits to these institutions. The first order of the day was doing “housekeeping” chores: streamlining the systems and procedures, organizational structure and staffing pattern.

The Changing Vision and Mission of Research in Higher Education Amidst Globalization Victor Ordonez

To our SUC presidents and administrators, SUCs are not just meant for social development in other countries, they are playing the very important role in their economic development. In the past we have been so dependent on government funds. We have always been thinking on what the government can do for us, if we really want to have strong Republic, let us start thinking of what we can do for the government.

The survey is topped by Switzerland and followed by the US in close second. Singapore, Sweden and Denmark round out the top five. In South East Asia, we only bested Cambodia at 110th place. Our neighbors have overtaken us by a considerable length: Singapore #3, Malaysia #24, Brunei #32, Thailand #36, Indonesia #54 and Vietnam #75.

Of course my small ten-year old mind, could never have imagined the rapidity of scale with which interconnectedness has galloped over a last fifty years. And what alarms me, and what should alarm the university community as well, is something not spoken enough about: These changes will not be logical extrapolations of present trends; they will come from out of the blue, from out of a yet inchoate set of premise, they will be as it were “un-anticipatable” changes. The future is not what it used to be; changes will not just be quantitative, but qualitative. And our universities must prepare societies to handle these.

I have just become officially a senior citizen, marking my sixtieth birthday three weeks ago. Friends and relatives decided to mark the milestone with weeklong cruise to Alaska, with much fun and merriment.

This Time Let us Be Different, For Us To Make A Difference.

 Two common types of Master’s program were the traditional or ancillary also called the gatekeeper for the Ph.D. (M.A. / M.S.) because those who enrolled saw them as good preparation for the Ph. programs; and the second were the career advancement Master’s programs; client-centered and career oriented. (M.B.A. M.Ed. and M.P.A.)

It was at this point we visited South Korea, China and Hong Kong where we have now joint academic programs, faculty exchange and faculty development programs in Information Technology (IT) and engineering.

We started streamlining the operations of our IGPs and we took over the PASUC textbook writing program which is now generating additional income for our faculty writers aside from providing relevant and affordable textbooks for our students.

While technology is gradually changing the way people learn, teach and interact, its most pervasive effect is on the way people and societies earn their living.

Amidst rapid social change, globalization and technological development, the educator faces an oncoming millennium with a range of opportunities and challenges. A rapidly, changing world and changing societies are bound to impact on education, perhaps more than any other field of human endeavor.

Why the Philippine ranking in technology transfer trails far behind its Asian neighbors? We are disadvantaged in terms of innovation because of the weak transferring and commercializing of research and development results. Our research efforts are useless without the ability to transfer technologies – bringing them out of the job and finding practical, commercial uses of them.

The Asia Pacific Century

In a learning society with an increasingly boundary-les learning environment, one is hard to put to identity who are the stakeholders in education. Yet, the center of responsibility for guiding and managing the learning process must still fall on a given sector. Thus the term knowledge builder may be posited to more properly depict the institution group or individual primarily responsible for managing the learning process. We, the educator, can be regarded as the knowledge builders in the region.

The changing role of the teacher in the education process is a case in point. The teacher, once the walking repository of knowledge, experience and information, wielding the power to pass or fail students, must compete with a host of other information sources. The teacher in the coming information age should not only transmitter of facts and figures, but rather a guide in a student’s quest of learning.

These developments are most visible in the Asia Pacific region demonstrates the needs and its readiness to adapt to changing realities. The region has recorded unprecedented economic growth over the past two decades, with the highest levels recorded in Southeast and East Asia.
