The real reason of the restriction

THE REAL REASON IS TO DECREASE THE POPULATION AND TO STOP THE OVERPOPULATION OF CHINA SO THE RESOURCES WON'T RUN OUT
China's one child policy was established by Chinese leader Deng Xiaoping in 1979 to limit communist China's population growth. Although designated a "temporary measure," it continues a quarter-century after its establishment. The policy limits couples to one child. Fines, pressures to abort a pregnancy, and even forced sterilization accompanied second or subsequent pregnancies.

MY HYPOTHESIS ON Why family planning is a restriction in China
I believe that family planning is a restriction because the population of china is too big and there aren't enough supplies for everyone to survive.

ANSWER
Most people in China aren't affected by this law, in China many people would rather have one child. Some manly want boys so they can keep the family last name. If they do have more than one kid they get fined. Some people in rich areas are allowed to have two kids.

Deng Xiaoping was a POLITICAL LEADER who ruled China from the late 1970s until 1997. He abandoned many communist doctrines and incorporated elements of the free-enterprise system into the economy. Deng engineered reforms in virtually all aspects of China's political, economic, and social life, restoring China to domestic stability and economic growth after the excesses of the Cultural Revolution.

In the 1980s, the government allowed families with a girl in some countryside areas to have a second child. Rules were also recently relaxed to allow urban couples to have a second child if both parents had no siblings. However in cities, couples were often allowed to have more children - they just had to pay for them.
