the hazard that I have selected is the intentional manmade
- 00:06 - 00:10
conflicts of a domestic active bomb and shooter terrorist threat
- 00:11 - 00:15
which impacts sports and live entertainment offerings drastically.
- 00:16 - 00:17
Mhm.
- 00:18 - 00:22
As an event manager or organizer, there are a few things that need to be
- 00:23 - 00:23
done
- 00:24 - 00:26
prior to an event
- 00:26 - 00:31
during an event and after an event. However, if a
- 00:32 - 00:35
dangerous situation were to arise,
- 00:35 - 00:36
there should be
- 00:37 - 00:39
emergency action plans
- 00:39 - 00:45
put in place for event organizers, patrons and staff to utilize
- 00:45 - 00:49
in the event that a dangerous threat presents itself.
- 00:49 - 00:51
So in this presentation,
- 00:51 - 00:56
there are a few things that we will go over in regards to
- 00:56 - 00:59
what can be done and what should be done in the event.
- 00:59 - 01:06
A threat presents itself during a live entertainment offering or sport offering
- 01:07 - 01:09
in the emergency action plan.
- 01:11 - 01:16
There should be things that the event organizer has already
- 01:16 - 01:20
planned for and has already trained their staff on.
- 01:21 - 01:25
So in this presentation we will go over some of the
- 01:25 - 01:30
those components that event organizers will see in an E ap
- 01:31 - 01:32
one thing to also note
- 01:33 - 01:33
is that
- 01:34 - 01:41
communication is of the utmost importance of an effective communication plan as
- 01:41 - 01:46
well as what is to be included in the emergency message.
- 01:46 - 01:46
When
- 01:47 - 01:52
you need to relay information that can aid in
- 01:52 - 01:56
safety and security of the patrons in your care.
- 01:59 - 02:02
So let's take a look at some of what
- 02:03 - 02:07
an emergency action plan entails in the event,
- 02:07 - 02:10
a domestic terrorist threat presents itself.
- 02:13 - 02:19
Some of the potential and real threats associated with a domestic terrorist threat
- 02:19 - 02:20
is,
- 02:21 - 02:23
well, one ranges from
- 02:24 - 02:26
potential threats and real threats.
- 02:26 - 02:28
So when it comes to mitigating the known and
- 02:28 - 02:32
foreseeable hazards associated with sport and life entertainment offerings,
- 02:33 - 02:37
event organizers must analyze the potential and real threats that
- 02:37 - 02:41
lie within all possible and dangerous situations that may arise.
- 02:41 - 02:44
So here we will briefly discuss these
- 02:47 - 02:49
potential threats associated
- 02:49 - 02:53
the potential threats associated with an active domestic terrorist threat
- 02:53 - 02:56
present at a sport or live entertainment offering
- 02:56 - 02:59
can range greatly from a fatal stampede,
- 02:59 - 03:04
from crowd response while attempting to evacuate to safety
- 03:04 - 03:07
to the suing of the school and or the event company.
- 03:08 - 03:09
One thing that
- 03:10 - 03:16
event organizers cannot control is the heightened emotions of the patrons
- 03:16 - 03:18
at the event who are
- 03:19 - 03:21
responding to the threat
- 03:21 - 03:21
and
- 03:21 - 03:22
either
- 03:24 - 03:26
I don't know what to do
- 03:27 - 03:29
or are just
- 03:29 - 03:32
may be too scared to think straight.
- 03:32 - 03:36
So it is up to the event organizers and
- 03:36 - 03:40
the staff to be properly trained to not only identify
- 03:41 - 03:42
these helpless patrons,
- 03:42 - 03:49
but to also assist and get them to safety as quickly and as effectively as possible.
- 03:49 - 03:52
So some of the potential threats associated
- 03:52 - 03:55
would be the destruction of community property,
- 03:55 - 03:57
cyber attack and campus shutdown.
- 03:58 - 04:01
So take a closer look at maybe all three of these things.
- 04:02 - 04:07
So destruction to the community property would obviously be whatever
- 04:07 - 04:11
it is that the community owns the property on the,
- 04:11 - 04:15
on the premises, wherever the event or
- 04:17 - 04:20
offering is being held
- 04:20 - 04:23
and when dealing with a domestic threat,
- 04:23 - 04:26
the potential threats and dangers associated varied.
- 04:26 - 04:28
One main and obvious point would be
- 04:28 - 04:33
the destruction of community property in the event, the terrorist places
- 04:33 - 04:34
and detonates a bomb.
- 04:34 - 04:37
All property within the vicinity is likely to be affected by the
- 04:37 - 04:42
detonation and can possibly never recover from such damage and financial loss.
- 04:51 - 04:51
Mhm
- 04:52 - 04:53
cyber attacks,
- 04:54 - 04:57
another potential threat is a well thought out and
- 04:57 - 05:02
executed cyber attack against the campuses emergency communication.
- 05:02 - 05:08
This is something that maybe not all event organizers think of,
- 05:08 - 05:12
but when it comes to domestic terrorists
- 05:12 - 05:17
and terroristic events or terroristic threats there,
- 05:17 - 05:21
there's the possibility of a cyber attack, help
- 05:21 - 05:25
from others who are willing to place
- 05:25 - 05:29
these cyber attacks on technology or communications,
- 05:29 - 05:34
preventing event organizers or patrons or staff from
- 05:35 - 05:38
calling out for assistance from
- 05:38 - 05:42
local law enforcement or emergency responders.
- 05:43 - 05:46
Another would be a campus shutdown
- 05:48 - 05:54
and this threat could be temporary or it could be unfortunately permanent,
- 05:55 - 05:59
resulting in the closing of campus and all of its activities.
- 06:00 - 06:05
So with potential threats being said, well now look at real threats
- 06:06 - 06:08
and the real threats are obvious
- 06:08 - 06:13
um with an active domestic terrorist threat present at the event offering,
- 06:13 - 06:17
it's obvious that death of multiple people of multiple people,
- 06:17 - 06:19
severe injury to those present and imminent
- 06:19 - 06:22
danger to the campus community and our property
- 06:22 - 06:24
is possible.
- 06:31 - 06:31
Mhm
- 06:32 - 06:37
There are a few things to think about when it comes to these real threats
- 06:37 - 06:43
like death and injury because there are a lot of others who are affected.
- 06:43 - 06:47
First victims unfortunately would either
- 06:47 - 06:48
um
- 06:48 - 06:52
be the victim of of of the
- 06:53 - 06:57
bomb detonation and unfortunately lose their life.
- 06:57 - 07:02
And 2nd 2nd victims would be the family of the first victims.
- 07:02 - 07:05
Feeling that ripple effect from losing a loved one at
- 07:05 - 07:07
a sport offering and it's never a good thing.
- 07:12 - 07:12
Mhm.
- 07:13 - 07:15
So now we'll take a look at the floor plan
- 07:15 - 07:18
to see where are these vulnerabilities
- 07:19 - 07:23
are and how we could mitigate them as event organizers.
- 07:25 - 07:28
So here you can take a closer look,
- 07:28 - 07:36
maybe pause the video and see that in some of these areas present wide open spaces for
- 07:36 - 07:40
domestic terrorists to come in place a bomb
- 07:40 - 07:44
and also place others helping them wreak havoc.
- 07:45 - 07:46
And there's also
- 07:46 - 07:48
the possible threat
- 07:48 - 07:51
not to include the possible threat of
- 07:52 - 07:57
domestic terrorists posting up at one of these vulnerabilities and
- 07:58 - 08:01
preventing patrons from getting to safety.
- 08:02 - 08:07
That's one thing we would like to mitigate and secure prior to any event starting
- 08:13 - 08:19
and we we see here the impact that the vulnerabilities on the site
- 08:20 - 08:22
may present for
- 08:22 - 08:29
organizers. And again, this is of the utmost importance to mitigate
- 08:29 - 08:35
these known and foreseeable hazards prior to any event. Starting that way,
- 08:36 - 08:37
we can
- 08:39 - 08:41
eliminate any
- 08:42 - 08:42
threats.
- 08:48 - 08:51
So the E A. P. And next steps.
- 08:56 - 09:01
So five key considerations to be addressed in the event of a
- 09:01 - 09:06
domestic terrorist bombing threat would be obviously the emergency action plan,
- 09:07 - 09:09
the safety of all patrons present at the event?
- 09:09 - 09:12
The safe evacuation of those present.
- 09:12 - 09:15
Is there proper local law enforcement's present to
- 09:15 - 09:19
assist in the eradication of the active threat?
- 09:19 - 09:22
And is there an effective communication to and
- 09:22 - 09:26
from staff trained law enforcement and patrons?
- 09:28 - 09:28
Mhm.
- 09:30 - 09:35
Here we see a sample of what the emergency action notification would state.
- 09:35 - 09:38
This is not a drill is one of the most important
- 09:38 - 09:43
things to include when sending out mass communications to those present.
- 09:54 - 09:59
And then here we see statutes and codes which state and
- 09:59 - 10:01
in respect to the
- 10:04 - 10:09
state or federal statutes and codes we see here that um
- 10:11 - 10:18
crimes. Chapter 7 90 Weapons and firearms 7 90.16 15 states that unlawful throwing,
- 10:19 - 10:19
projecting,
- 10:19 - 10:22
placing or discharging of destructive device or
- 10:22 - 10:25
bomb that results in injury to another,
- 10:30 - 10:34
regardless of intent or lack of intent to cause such harm,
- 10:34 - 10:38
commits a misdemeanor of the first degree punishable as provided in
- 10:39 - 10:42
S. 7 7 5.082.
- 10:42 - 10:47
I have included a link here for anyone who would like to do a little
- 10:47 - 10:55
bit of more research and respect to this type of threat that may arise.
- 11:00 - 11:01
Thank you for watching
