Hobbes

He wrote a systematic statement called Elements of Law, Natural and politic

Locke

He also believed in mathematics like Hobbes did, and he said that we are the creators of moral and political ideas

Hobbes was born in 1588 and died in 1679

Locke's relationship with the government wasn't that great either, he believed that society needed rules to keep them in line, not just moral values.
