Lots of money has been spent on ICT . What are the results regarding learning?
But is the right question to get the right answer ?
Reasoning and context
I do not believe
that learning results must get better when using ICT;
nor that ICT is a magic weapon.
To find the right questions (also some answers)
we developed an online system called eLEMÉR.
What can eLEMÉR do? He serves
- as a self-evaluation tool for schools,
- also as a monitoring tool for the country.
I believe that
- the way of learning outside and inside schools must get closer;
- young people get more able to answer the expectations of modern life if they are taught how to use ICT purposfully.
- the methods are appropriate,
- teachers are comfortable with using it,
- they know why and how they and their Ss sould use it.

It has been developed
- from very little money (less than 40 thousand Euros)
- by three enthusiastic people (Nóra Németh Tartsay, Éva Tibor)
- with the help of several others.
eLEMÉR is a men's name
It recalls 'e-measuring' or 'digital measurement'
He became a familiar figure for Hungarian schools
since 2010 when he was born

Data is in accordance with other surveys (ESSIE, Survey of Schools by EC).
Main lessons of the years
- Distance access (VLE) is crucial (learning anytime anywhere);
- More creative and professional use of ICT is needed;
- Promotion of 21st century skills is essential;
- Teachers should collaborate and network more for CPD;
- A reward system would generate more attention.
- Schools do the self-evaluation voluntarily

Adminstrators' site
- calculates the basic country results automatically;
- shows the order of the indicators;
- creates a written report same as for schools;
- gives the list of schools in the order of the overall results ;
- collects all the feedback on the system in a file.
